Sewer Connection Assistance Available for Provincetown Property Owners

The Town of Provincetown has launched the Sewer Connection Assistance Program for properties located in Phase 6.

This initiative is aimed at supporting lower to moderate-income homeowners with the costs associated with connecting their properties to the municipal sewer system. This program, administered by the Town's Housing Office, is made possible through the allocation of funds from the American Rescue Plan Act (ARPA). The application can be found here.

Program Overview

The Sewer Connection Assistance Program offers eligible property owners financial assistance of up to 100% of the connection costs, capped at $20,000. Targeting those at 80% Area Median Income (AMI) or less, the program aims to assist year-round property owners in the Town of Provincetown.

The Sewer Connection Assistance program is structured as a deferred payment loan. The interest-free loan becomes repayable only upon the sale or transfer of the property. Repayment is pro-rated based on the number of years since the purchase.

The Town has allocated approximately $425,000 in funds for this program, with a spending deadline set for the end of 2026.

*Eligibility Criteria

To qualify for the program, applicants must meet specific criteria:

  • Total household income must not exceed 80% HUD AMI: 
    • $64,450 for a Household of 1
    • $73,650 for a Household of 2
    • $82,850 for a Household of 3
    • $92,050 for a Household of 4
  • The property must be the homeowner's principal year-round residence.
  • Household assets must not exceed $200,000 (primary residence is exempt from assets).
  • The property must be located in Provincetown.

Priority Categories

  • Category 1: Connections for eligible Public Health Priorities within existing sewer system areas.
  • Category 2: Other eligible properties within existing sewer areas.

Important Dates and Workshops

  • Applications open on Tuesday, January 9, 2024.
  • In-person workshops for interested applicants will be held on January 23 and February 5.
    • Tuesday, January 23 from 2:00 - 4:00 p.m. in the Multi-purpose Room at the Veteran's Memorial Community Center (2 Mayflower St)
    • Monday, February 5 at 4:00 p.m. at the Veteran's Memorial Community Center
  • Application deadlines
    • For non-engineered systems, applications are due by February 12
    • For engineered systems, applications are due by March 1
