HOW TO CONDUCT TOWN HALL BUSINESS DURING THE CLOSURE
To help manage the spread of the Coronavirus, and as a precautionary measure, the Town of Provincetown has closed all Town buildings to public traffic, with the exception of the Police Department and the Airport. Staff will continue to work regular business hours and are available by phone and email. If you need to drop off anything for a department, please use the drop boxes located outside Town buildings. We will continue to hold necessary public board and regulatory committee meetings and hearings virtually, please check the posted agenda for information on how to participate. All motor vehicle excise bills for 2020 Commitment 1 that were due 03/18/2020, will now be due by 04/01/2020. The deadline for payment has been extended by two weeks.
Taxpayers can make payments online at https://www.provincetown-ma.gov/965/Online-Payments, over the phone by calling 866-448-1988, through the mail to the address listed on their bill or to Town Hall, or through the drop box outside of the Ryder St Town Hall entrance.
Parking permits for the 2020 Season are available for online purchase at https://provincetown.aimsparking.com/.

All exemptions offered by the Town of Provincetown are due to the Assessor’s by Wednesday, April 1, 2020 @ 5:00 pm. This includes 1st time Residential Exemption applicants (both Standard and Expanded), Affordable Housing Exemptions, CPA, Elderly, Veterans etc. Completed Applications can be mailed (postmark by 4/1/2020) to:

Permitting Procedures for the Provincetown Community Development Department

Planning Board, Zoning Board, and Historic District Commission
Applications are being accepted, but note that all applicants are required to submit electronic copies of all applications, plans, and submitted materials via email to Thaddeus Soule and Ellen Battaglini. Required paper copies may be delivered to the Drop Box outside the lower, side door of Town Hall. Applications lacking the required electronic submission are deemed incomplete and will not be accepted or received. Please contact us if you have questions or check the website.
Applications are being accepted, but note that online renewals require some preparation by the licensing agent before processing. Please email firstname.lastname@example.org your completed scanned applications, before beginning your online renewal, and with any questions you may have regarding fees, necessary additional paperwork, or general license questions. You may also submit paper renewals, fees and documents via the locked Drop Box outside the lower, side door of Town Hall. Please contact us if you have questions or check the website.

While access to Town Hall is restricted, only one original and two copies of all submitted materials are required. Checks for application fees should be submitted in the appropriate locked drop box mounted on the wall next to the entrance. Applications lacking the required electronic submission are deemed incomplete and will not be accepted or received. Required paper copies may be delivered to the Drop Box outside the lower, side door of Town Hall. Applications are being accepted and you are asked to submit, along with the necessary quantity of paper applications, one complete application electronically. Please submit the electronic version to email@example.com for entry into our system. Required paper copies may be delivered to the Drop Box outside the lower, side door of Town Hall, or mailed. All applications shall have the appropriate permit fee included. We are maintaining our regular inspection days for Plumbing, Gas and Electrical Inspections. The Board of Health adopted Governor Baker’s emergency order requiring all businesses and organizations that do not provide “COVID-19 Essential Services” to close their physical workplaces and facilities to workers, customers and the public at a minimum until Tuesday, April 7th at noon.
The Governor’s administration has pushed back against towns putting out local orders that conflict with the state’s stay-at-home advisory issued earlier this week in response to the coronavirus outbreak. Stating that a key requirement of any effective, statewide response will be that public officials avoid conflicting directives and duplication of efforts.
The Governor’s order defines construction activities as essentials services as long as they practice social distancing on the jobsite. Specifically, allowing no more than 10 workers indoors and no cap for outdoors as long as they maintain 6 feet distance.
The Provincetown Building Commissioner is conditioning all building permits referencing this protocol and has provided each contractor with COVID-19 safety information for each job site. The Commissioner will be monitoring constructions sites during routine inspections to ensure that construction crews are complying with the Order.
Note that due to the State of Emergency, hearings, decisions, and public meetings are likely to be delayed or postponed. Applicants may choose to wait to submit applications until after the State of Emergency when more predictable operations will resume.
Please understand that your Town Government is operating within a State of Emergency. We are trying our best to provide the essential services to the community while at the same time protecting ourselves. This means we are operating remotely with minimal crews. Please be patient when reaching out, we are trying very hard to provide clear and concise information to residents. When calling Town Hall, please note that your call is being forwarded to a staff member’s personal phone, so stay on the line for several rings until you reach someone.
