Article 19. Authorize Conveyance of Provincetown High School Annex Property to Housing Authority for Affordable Housing Purposes. To see if the Town will vote to accept the provisions of the second paragraph of MGL C.40, § 15A, which provides that:
In any city or town which accepts the provisions of this paragraph, when land is being transferred for the purpose of constructing low and moderate income housing, the vote required of the city council or the town meeting shall be by a majority vote.
And, further, to transfer care, custody, control and management of the Provincetown High School Annex property at 5 Holway Avenue (Assessors Map 07-4-065-A) to the Board of Selectmen for purposes of conveyance upon declaration of said property as surplus by the School Committee; and further, to authorize the Board of Selectmen to convey said property to the Provincetown Housing Authority for the construction of low and moderate income housing thereat; or take any other action relative thereto.

Michael Bunn moved that the Town vote to approve Article 19 as printed in the warrant, with the further provision that, in the event the Provincetown Housing Authority ceases to use the said property for affordable housing purposes, then the property shall revert to the Town of Provincetown; and, further, providing that Board of Selectmen may not convey the property to the Provincetown Housing Authority until the expiration of eighteen months, unless said Board identifies another use of said property that is then approved by Town Meeting.

Article 20. Relocation of Rose Dorothea from Heritage Museum to MPL Bulkhead. To see what sum the Town will vote to raise and appropriate, borrow, or transfer from available funds to be expended under the direction of the Board of Selectmen, Heritage Museum Board of Trustees, the Town Manager, the Director of Public Works, and the Marine Superintendent to plan and implement the relocation of the scale model of the Rose Dorothea from the Heritage Museum to the MacMillan Pier parking lot adjacent to the bulkhead; or to take any other action relative thereto.

Elizabeth Steele-Jeffers moved that the Town vote to appropriate and borrow the sum of $400,000 to be expended under the direction of the Board of Selectmen, Heritage Museum Board of Trustees, the Town Manager, the Director of Public Works, and the Marine Superintendent to plan and implement the relocation of the scale model of the Rose Dorothea from the Heritage Museum to an outdoor structure to be erected on the MacMillan Pier parking lot adjacent to the bulkhead; and that the Treasurer, with the approval of the Board of Selectmen, is authorized to borrow said sum under and pursuant to Chapter 44, Section 7(25), of the General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefor

Article 21. Redesign of Heritage Museum for Library. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $20,000 to be expended under the direction of the Board of Library Trustees for the purpose of hiring professional architects to provide the Town with schematic designs for the renovation and redesign of the building that is currently the location of the Provincetown Heritage Museum for its possible use as the Provincetown Public Library; or take any other action relative thereto.

To see if the Town will vote to transfer care, custody, control, and management of the Provincetown Heritage Museum property at 356 Commercial Street (Assessors Map No. 012-001-127) to the Board of Selectmen for purposes of conveyance; and further, to authorize the Board of Selectmen to convey said property in accordance with the public bidding procedures of MGL C.30B, the Uniform Procurement Law; or to take any other action relative thereto.

Elizabeth Steele-Jeffers moved that the Town vote to appropriate and borrow the sum of $250,000 to be expended under the direction of the Town Manager and the Director of Public Works for closure of the Old Burn Dump located on Site 6, so-called, in accordance with requirements of the Massachusetts Department of Environmental Protection; and that the Treasurer, with the approval of the Board of Selectmen, is authorized to borrow said sum under and pursuant to Chapter 44, Section 8(24), of the General Laws, or any other enabling authority, and to issue bonds or notes of the Town therefor.

Article 24. Massachusetts Highway Department Chapter 90 Funds for Road and Sidewalk Construction and Repairs. To see if the Town will vote to appropriate the sum of $93,696 from funds available from the Massachusetts Highway Department for the undertaking of road and sidewalk construction and repairs under the provisions of Section 34(2)(a) of Chapter 90 of the General Laws and Chapter 11 of the Acts of 1997; or to take any other action relative thereto.
