Expression of Interest: We are once again inviting property owners to indicate whether they wish their property to be considered for a future sewer hook-up if it were to become available in their neighborhood. Please use this form to submit your response. We would ask that you respond by Friday, August 22, 2008. Your response - whether yes or no - is not binding on either you or the Town. It is merely an expression of your interest and will greatly assist us with our planning process. Regardless of whether you responded to the previous inquiries we sent out in 2005 and 2006, we would ask that you do so again so that our decisions may be based on up-to-date information.

Sewer Connection Rate Increase - Red Dot Properties:
On July 12, 2007, the Provincetown Water and Sewer Board held a public hearing and voted, pursuant to MGL c. 83, §16, to increase the connection surcharge rate from the current rate of $39.08/gallon of Title 5 flow to $45.00/gallon. On August 27, 2007 the Provincetown Board of Selectmen voted, pursuant to MGL c. 40, §22F, to approve the recommendation of the Water and Sewer Board effective November 1, 2007.

his draft report was presented by the Wastewater Team to the Board of Selectmen on July 16, 2007. Following discussion, a final report will be presented on August 27, 2007.

Sewer Regulations Amended: On July 12, 2007 the Provincetown Water and Sewer Board held a public hearing and voted to amend the Sewer Rules and Regulations effective July 12, 2007. See Public Notice.

Sewer System expansion: December 1, 2006 deadline for Shankpainter Basin. The Board of Selectmen has voted to pursue the proposed expansion of the sewer system to serve the Shankpainter Basin, and set a deadline of December 1, 2006 for properties in that area to request a sewer connection. Public Hearing on September 25th at 4 p.m. The Board of Selectmen will hold a public hearing on Monday, September 25, 2006 at 4 p.m. at Town Hall on proposed expansion of the sewer system to serve the Shankpainter Basin (shown as Area W-1 on Metcalf & Eddy's 8-14-06 sewer planning presentation to the Selectmen) and the DPW Highway Garage site at 24 Race Point Road (sewer planning Area E-10) for affordable housing.

Over the past year, the Provincetown Board of Selectmen has been actively engaged in a planning effort to expand use of our sewer system to include properties not already hooked up to the sewer. Metcalf & Eddy presented the results of these planning efforts to the Board of Selectmen on August 14, 2006. [Read minutes of the meeting.] Metcalf & Eddy recommended that the sewer system be expanded first to serve the Shank Painter Basin and the DPW Garage Site to help meet the Town's affordable housing needs, as well as to provide sewer hook ups to those neighborhoods where there is sufficient interest to ensure that the revenue will cover all of the costs of serving that neighborhood.

As part of the planning efforts, the Town again invited property owners to indicate whether they wish their property to be considered for a future sewer hook-up if it were to become available in their neighborhood. Letters were sent to property owners through out the town in both November 2005 and July 2006. A Neighborhood Meeting for interested property owners in the Shank Painter Basin was held on September 6th at the Center for Coastal Studies Marine Laboratory.

While, in the immediate future, the Town is facing some limits to new hook-ups along the existing vacuum sewer collection system along Commercial Street, there is enough unused capacity at the sewer treatment plant to allow additional properties to be hooked up through extensions of the sewer collection system. If we build more sewer mains, we can have more sewer hook-ups. If we have more sewer hook-ups to use the available capacity at the plant, we can ensure that the revenues from sewer users will be both affordable and will cover all of the costs of the sewer system.

The proposed optimization of the existing sewer system will provide for a limited amount of additional flows for those properties along Commercial Street that receive an Economic Development Permit according to the procedures that have been established for Category 5 of the Growth Management By-Law.

FY 2007 Wastewater Goal - The Board of Selectmen's goal for this year is to complete the construction of the Phase I sewer project; finalize facilities planning for Phase II of the sewer project; maximize the use of the existing collection system. Develop policies to reduce per-gallon sewer user fees.

Minimum Sewer Bill - On October 20, 2005 the Provincetown Water & Sewer Board held a public hearing and voted to adopt a minimum sewer bill of $75 for residential customers and $150 for commercial customers. See Public Notice.

Amendments to Water & Sewer Regulations to Allow for Sewer Banking - On October 20, 2005 the Provincetown Water & Sewer Board held a public hearing and voted to amend the Water & Sewer Regulations. Read Public Notice for changes.

Sewer Connection Surcharge Rates - On July 18, 2005 the Provincetown Board of Selectmen voted, pursuant to MGL c. 40, §22F, to approve the sewer connection surcharge rate as amended by the Water and Sewer Board on July 13, 2005 to increase said rate from $33.68 to $39.08 per gallon per day of Title 5 design flow. This new rate took effective January 1, 2006. See Public Notice.

 

Sewer Project Information

The Provincetown Water & Sewer Board pursuant to Chapter 157 of the Acts of 2000, An Act Authorizing the Town of Provincetown to Operate a Sewer System, confirms the following list of properties designated by the Board of Health on July 18, 2002 as "blue dot - mandatory connection" properties; as such, these property owners are required to connect their properties to the sewer system. MMA Innovation Award for Provincetown's Unique Sewer Solution. The Massachusetts Municipal Association has announced that the Town of Provincetown has been selected by the MMA to be the recipient of its 2004 Kenneth E. Pickard Municipal Innovation Award for our "Unique Wastewater Solution." The awards ceremony will take place on Saturday, January 17, 2004 in Boston during MMA's 2004 Annual Meeting. Provincetown's sewer solution was so unique it required five special pieces of state legislation to bring it about. Provincetown's is a model for other communities looking to construct a sewer which

  • principally serves those properties that cannot comply with Title 5 on site, as well as those adjacent properties which choose to connect, by establishing-by special legislation-- a "checkerboard" district where properties opt-in;
  • is paid for only by those properties which connect to the sewer- through another change in state law
  • through the use "administrative consent orders" in the years preceding commencement of sewer operations, allows property owners with failed systems to set aside escrow funds to pay for their sewer betterments, rather than having to use those funds to upgrade septic systems that would soon be abandoned;
  • is "growth neutral" and does not fuel growth simply by building a sewer system, but instead limits connecting properties to the greater of their current legal use or their Title 5 design capacity, whichever is greater.

Sewer System "on-line" July 15, 2003. The Provincetown Wastewater System went on-line on July 15, 2003. The celebratory "first flush" occurred at 9 a.m. at the Wastewater Treatment Plant, site of the Old Burn Dump.. Click for photographs. This event came 16 months after the March 26, 2002 groundbreaking. Since then, we have completed work on the treatment plant, the effluent disposal beds and the central vacuum station, and have laid all main sewer pipes. This summer, the sewer will serve up to 60 properties during the plant's start-up period. The project is on schedule and we look forward to connecting the remaining 400 properties during the coming off-season.
