These packets generally include board management
statements, staff reports, financial documents and our annual
audit as required by our enabling legislation and provide
a concise annual review of our operations.
For comparison, see also the FY

of the Public Safety Budget is included. Notice that not all
costs or revenues are included in the 295 marine budget requests.
Municipal accounting generally does not fund or expense each
department as a separate entity. The Pier Corporation accounts
for revenues and expenses as a business model or revenue center.

software are provided to validate the rent paid to Town of
Provincetown since Pier Corp inception and the flow of mooring

of an ice plant in support of commercial fishing activities

Slip Availability:
MacMillan Pier has a several
slips available for new applicants due to non-renewal of previous
tenants in the floating docks for vessels up to 45 feet. Application
forms may be picked up at the Harbormaster's Office. Completed applications
must be returned to the Harbormaster's Office by May 15, 2008 with
copies of registration and commercial fishing permits if applicable.

Commercial Fishing
Tenant Fees Revised: The Provincetown
Public Pier Corporation held a public hearing on March 13, 2008
at 4 PM in the Judge Welsh Room of Town Hall at 260 Commercial Street,
Provincetown, MA 02657 in regards to a proposed policy change in
the accounts receivable terms for Commercial Fishing tenant berth
fees. See

Pier Corporation
Fees Revised: Pursuant to Chapter
13 of the Acts of 2000, the Provincetown Public Pier Corporation
conducted a public hearing on November 29, 2007 at 4 PM in the Judge
Welsh Room of Town Hall at 260 Commercial Street, Provincetown,
MA 02657 adopting changes to Pier Events, Trapshed Lease and Non-Commercial
Transient vessel fees, effective January 31, 2008.

Dock
Fees & Pier Regulations Amended: Pursuant
to Chapter 13 of the Acts of 2000, the Provincetown Public Pier
Corporation held a public hearing on February 23, 2006 and continued
the hearing to March 9, 2006 to gather additional information. At
the continued hearing on March 9, 2006, the Provincetown Public
Pier Corporation approved changes to the Pier Corporation regulations.

Mooring
& Harbor Regulations Amended: The
Provincetown Board of Selectmen held a public hearing on March 13,
2006 at Provincetown Town Hall and then and there adopted changes
to the Mooring and Harbor Regulations.See

Mooring
Field Map: The Provincetown Harbormasters
office is updating the mooring field map of Provincetown Harbor.
Pursuant to Provincetown Harbor Regulation 2-3-3, moorings not renewed
by April 15th of this year are considered abandoned and the space
may be issued to another permit applicant. Read Public

20 Year Lease Agreement Executed:The
Provincetown Public Pier Corporation (PPPC) entered into a 20 year
lease agreement for MacMillan Pier Operations on March 29, 2005.

A Business Model for MacMillan Pier
Survey of Current
Market Rates Released. The Provincetown
Public Pier Corporation has released its Survey
of Current Market Rates," detailing the prevailing fee
levels in the region for facilities and services comparable to those
offered on MacMillan Pier. The PPPC is mandated by its enabling
legislation to determine fee levels for pier facilities and
services throughout the region and use them as a basis for MacMillan
Pier rates. The survey will be used to set market-based rates for
MacMillan Pier facilities and services in the future. Pier Manager
Rex McKinsey
conducted the survey throughout the last four months. It brings
together findings on 15 regional ports from Portland, ME to Quonset-Davisville
Port, RI. It represents a significant expansion of the data used
in the 1997 Byrne McKinney
Business Plan that was the basis of town planning for the pier
reconstruction. The market survey is for informational purposes
only at this time, said Joyce Guide, PPPC board chair. However,
market-based rates for MacMillan Pier have always been part of the
reconstruction plan and future increases will reflect the fee levels
found in the survey. Until the completion of the lease of
MacMillan Pier to the PPPC, the Town of Provincetown retains management
responsibility for the pier, including the setting of rates. Once
the PPPC assumes management of the pier, its process for setting
new rates will include public hearings. The survey will be available
in the coming weeks on the PPPC website at or by contacting the
Pier Manager.

Pier Corporation Act
Chapter 13 of the Acts of
2000 as amended by Chapter 240 of the Acts of 2002 Pier
Corporation Act as amended
"A public corporation is
necessary to ensure that the public purposes that need to be accommodated
at MacMillan Pier, and any other properties that might be acquired
by the corporation, are preserved. These public purposes, which
are described in the Provincetown Harbor Plan, include, commercial
fishing, transportation and other marine and marine-related uses.
. . . Therefore, it is the purpose of the corporation created by
this act to aid private enterprises, the town of Provincetown, and
other public agencies in the speedy and orderly redevelopment of
certain marine and marine-related property within the town to stimulate
economic development."
Board of Directors. On
July 29, 2002, the Board of Selectmen appointed members of the Pier
Corporation's Board of Directors
from nominations made by the Pier Nominating Committee. See

Pier Manager/Harbormaster.
The Pier Corporation Board of Directors has appointed
Rex McKinsey
as its Pier Manager.
