Members present:  Jonathan Sinaiko, Chair; Sacha Richter, Moe Van Dereck, Kathleen Meads (alternate)

Other attendees:  Health Agent Jane Evans, John Finnegan from Metcalf & Eddy, DPW Staff Dana Faris and Ron Gamella.

Call to Order

Mr. Sinaiko called the meeting to order at 3:02 p.m.

Assessment of Phase 2 Pre-Construction Betterments

In conjunction with the impending commencement of construction for Phase 2 of the sewer, Mr. Faris presented to the Board John Finnegan, who will be Metcalf & Eddy’s resident engineer for the project.  Mr. Sinaiko then moved, seconded by Mr. Richter, to order that estimated pre-construction betterments be assessed on those properties that will receive a sewer connection as part of Phase 2.  The motion carried by a vote of 4-0.

Scheduling of Public Hearing – Amendment to Sewer Regulations

Ms. Evans advised the Board that certified letters had gone out to all food service license holders requiring them to attend one of two classes on grease management regulations.  Ms. Evans also explained that the Licensing Board had changed its regulations to require proof of compliance with grease regulations prior to receiving license renewal in 2008.  Because there are new vendors that offer better and less expensive solutions to grease management, it would be desirable to amend the sewer regulations to allow the Board to approve new grease monitoring equipment.  Therefore, Mr. Sinaiko moved, seconded by Mr. Richer, to schedule a public hearing on May 31 for the purpose of amending the sewer regulations to allow such alternate technologies to be used.  The motion carried by a vote of 4-0.

Scheduling of Public Hearing – Change in Sewer Connection Surcharge Rate

Mr. Sinaiko moved, seconded by Ms. Meads, to schedule a public hearing for May 31 to consider increasing the sewer connection surcharge rate for those red dot delay properties from Phase 1.  The motion carried by a vote of 4-0.

Assessment of Sewer Connection Surcharges

Mr. Faris presented the following red dot delay properties on which connection surcharges need to be assessed.

Ms. Meads moved, seconded by Mr. Sinaiko, to assess the connection surcharges.  The motion carried by a vote of 4-0.


Assessment of Off-Peak Water and Sewer Charges

Mr. Sinaiko moved, seconded by Mr. Richter, to commit off-peak water and sewer charges to the collector and to issue bills therefor.  The motion carried by a vote of 4-0.

Approval of Minutes

Ms. Meads, seconded by Mr. Sinaiko, to approve the minutes of the meeting of March 28, 2007 as printed.  The motion carried by a vote of 4-0.

Adjournment

There being no further business, Mr. Van Dereck moved, seconded by Ms. Meads, to adjourn the meeting.  The vote carried by a vote of 4-0, and the meeting was adjourned at 3:34 p.m.
