Mr. Sinaiko called the meeting to order at 2:12
p.m.
Approval of Minutes
Ms. Lord moved, seconded by Mr. Sinaiko, to approve the minutes of the meetings of March 15 and March 30, 2006 as printed. The motion carried by a vote of 3-0.
Water Abatements
Ms. Michaud reported on two applications for water abatements on which the Board had requested additional information.

In the first case, further research disclosed that the property contains an old style meter with horns that can allow an undetected leak to cycle. Mr. Knight moved, seconded by Ms. Lord, to advise the property owner that, upon evidence that the owner has upgraded the plumbing and installed a new radio-read meter, which meter will be provided by the Town at no charge, the Board would grant an abatement. The motion carried by a vote of 3-0.
In the case of 5 Harry Kemp Way, it was determined that there had been a clerical error in recording the meter reading and that the correct charge for water should have been $285.50 and not $813.50. Mr. Sinaiko moved, seconded by Mr. Knight, to grant an abatement of $528.00. The motion carried by a vote of 3-0.

Mr. Sinaiko moved, seconded by Ms. Lord, to accept staff’s recommendations and grant abatements in all three cases. The motion carried by a vote of 3-0.
Sewer Connection Surcharges
Mr. Faris presented a supplemental notice and order assessing sewer connection surcharges for the following red dot delay properties:

Mr. Knight moved, seconded by Mr. Sinaiko, to issue an order assessing sewer use surcharges for these properties and to file a notice of lien. The motion carried by a vote of 3-0.
Sewer Expansion and Optimization
In preparation for a facilitated wastewater meeting with the Board of Selectmen on May 1, Mr. Goodrich updated the Board on (1) the financial condition of the wastewater enterprise fund, (2) the laundromat extension, and (3) the Cape End Manor and MacMillan Pier connections. He also set for the aggressive timetable for being a Shank Painter Basin expansion to fall town meeting.
Laundromat
The Board, in consultation with staff and Mr. and Mrs. Silva, made a few minor language changes to the memorandum of understanding for the laundromat sewer extension. Mr. Sinaiko moved, seconded to Mr. Knight, to formally expand the area of service of the sewer system to the following properties: 56 Shank Painter Rd., 68 Shank Painter Rd., 14 Mercantile Way, 33 Ships Way Rd., 39 Ships Way Rd., and 41R Ships Way Rd. The motion carried by a vote of 3-0. Mr. Sinaiko then moved, seconded by Ms. Lord, to execute the memorandum of understanding and related sewer connection permits for the properties identified in the new area of service. The motion carried by a vote of 3-0.
Other Business – Miscellaneous Water
Charges
Mr. Sinaiko moved, seconded by Ms. Lord, to place a notice in the Provincetown Banner listing the existing charges for miscellaneous water-related services and advising customers that such charges will in the future appear on the regular water bills beginning with the Fall 2006 bill. The motion carried by a vote of 3-0.
Adjournment
There being no further business, Mr. Sinaiko moved, seconded by Mr. Knight, to adjourn the meeting. The vote carried by a vote of 3-0, and the meeting was adjourned at 4:00 p.m.
