TOWN OF PROVINCETOWN — WATER & SEWER BOARD
Chair Jon Sinaiko called the meeting to order
at 3:05 p.m. noting the following attendees:

Abatement Applications
Mr. Sinaiko moved, seconded by Mr. Richter, to grant the following water
rate abatements listed on a warrant dated August 11, 2004. The motion carried 3-0.

Mr. Sinaiko moved, seconded by Ms. Lord, to adopt the 500% policy for
sewer bills for those accounts that were granted an abatement of their water
bills under the policy, with the proviso that the issue will be revisited. The motion carried 3-0.
Public Statements
Edward Gage, 19 Berry Lane, spoke to say he feels he is unfairly
disadvantaged by the 500% policy.
Because he is a full-time resident and his neighbor is not, he was
abated much less based on actual average water usage.
Patrick Manning, 501 Commercial Street (Ice House Cd.), expressed concern
about responsibilities of the various parties relative to the Ice House’s completing
its sewer connection. Mr. Sinaiko
suggested that Mr. Manning meet directly with the Sewer Team.

There was a long discussion about events at this property relative to its
connection requirements and the numerous efforts that the Town had been making
to accommodate the wastewater flow pending completion of this private
connection . No motions made.
Wastewater Phase II Planning
Mr. Guertin introduced Judi Barrett, who will be assisting in the
planning of Phase II of the sewer system.
Mr. White presented a brief summary of the first phase of sewer
implementation. He indicated that the
Phase II planning would focus primarily on collection, and secondarily on
treatment and disposal. Discussion
ensued. No motions made.
Adjournment
There being no other business to come before the board, Mr. Sinaiko
moved, seconded by Mr. Richter, to adjourn the meeting. The motion carried 3-0, and the meeting was
adjourned at 4:15 p.m.
