TOWN OF PROVINCETOWN — WATER & SEWER BOARD

 

MEETING — THURSDAY AUGUST 5, 2004

 

GRACE GOUVEIA BUILDING, 26 ALDEN STREET, PROVINCETOWN

 

Chairman Sinaiko called the meeting to order at 4:19 p.m. noting the following attendees:

 

Members present:

Anne Lord, Jonathan Sinaiko, Sacha Richter

 

Members absent:

John Ciluzzi (unexcused), Terry Siegal (unexcused)

361 and 361A/361B/361C Commercial St. sewer connections

Edward Veara, Esq. appeared on behalf of T. Gandolfo.  Mr. Veara explained issues related to connections for 359, 361, 361A, 361B and 361C Commercial Street and pointed out that 361A-C has no legal access to Commercial Street.  Mr. Guertin pointed out that the contract with M&E called for “ganged” connections where possible, and he cited numerous cases where multiple properties had been connected in such a way.  In an effort to resolve the issue, Mr. Guertin offered to split the cost among the Town and all of the properties involved provided that the parties agree to complete their connections according to the plot plan.  Otherwise the properties will be required to connect using the stubs left in the street by M&E.

 

Approval of minutes

Ms. Lord moved, seconded by Mr. Sinaiko, to approve the meeting minutes of August 20, 2003, October 14, 2003, November 6, 2003, January 15, 2004 with revisions, February 11, 2004, February 19, 2004, March 4, 2004, April 8, 2004, and July 14, 2004 with revisions.  The motion carried 3-0.

 

Other business

Mr. Faris reported that the Board of Selectmen has requested a joint meeting with the Water & Sewer Board to discuss sewer rates.  It was agreed to meet September 13, 2004.

 

Mr. Sinaiko moved, seconded by Ms. Lord to approve a reduction in flow to one bedroom for 501 Commercial Street #16, and 149A Commercial Street #C3.  The motion carried 3-0.

 

Mr. Sinaiko moved, seconded by Mr. Richter, to review a list of all properties not yet connected before levying any fines.  The motion carried 3-0.

 

Mr. Faris reports town counsel has suggested working points for a proposed Laundromat license/permit.  Ms. McKnight indicated the license/permit will be based on the RFP and the applicant’s response to the RFP, for a term of 10 years with an annual review by WSB regarding compliance with terms of the agreement.  In addition there will be a joint review by WSB and the Board of Selectmen after eight years to determine whether the initial term should be extended.  A sewer connection charge of $33.68 multiplied by the assigned Title V flow and amortized over twenty years will be assessed.  If the original permit is not extended, the allocated flow shall be reduced and further connection charges for the increased flow deemed moot.  Mr. Sinaiko moved, seconded by Mr. Richter, to approve the guidelines for granting a sewer connection for P-town Suds, to be prepared by town counsel.  Motion carried 3-0.

 

Adjournment

There being no other business to come before the board, Mr. Sinaiko moved, seconded by Mr. Richter, to adjourn the meeting.  The motion carried 3-0, and the meeting was adjourned at 5:02 p.m.
