Provincetown Water and Sewer Board
Minutes of July17, 2003
5:00 p.m.
The Provincetown Water and Sewer Board was called to order by acting Chairman Jonathan Sinaiko. Present were: Board members, Sacha Richter, and Lucille Plante. Also in attendance were Administrative assistant, Kathy Meads, Gary Palmer, Water superintendent Lou Briganti, Steve Bogess, Chris Snow, Robert Cabral, Micheal W. Roderick, Fred E. Sateriale, and Mary Cabral..
First order of business under public statements was the case presented by Mary Cabral representing the property of 213 Commercial st. Mary Cabral asked the board to consider a hook-up for the property to the sewer system. The board recommended to her to get on the waiting list for Phase II. The board also told her that the property at 213 Commercial might be a high priority property for hook up if there is available space on the sewer line.
Next order of business was to hear the case by Robert Cabral concerning his water and sewer bill for his pier. He would like a separate bill for water and sewer. The board explained to him that at this point we the water department was not set up to give him separate bills, and that what we would do is send him the water and sewer bill as it has been structured at this time, and he could apply for an abatement in the future to rectify his special circumstance.
Next order of business was to accept the motion made by Lucille Plante to accept the minutes of January 29,2003, February 27, 2003, April 16, 2003, and May 29, 2003. The motion to accept was seconded by Jonathan Sinaiko, and the vote was 3-0.
Next order of business was to grant the property at 1 Highland road in Truro, MA a water expansion permit. The motion to accept was made by Lucille Plante, and the vote was 2-0.
Next order of Business was an update on joint meeting of Provincetown and Truro Boards of Selectmen made by Gary Palmer. The meeting went well and there is a mutual determination to go forward as quickly as possible to find new sources of water.
Next order of business was the discussion of the town taking performing easements on properties in town in order to facilitate grinder pumps needed to properly operate a sewer system in the town of Provincetown. Lucille makes the motion to enforce the easements and Sacha Richter seconds the motion and the vote is 3-0.
Next order of business was the proposal to the Board by Steve Boggess concerning a laundry mat he would like to open at his property in Provincetown. The board heard his proposal and would like to hear from the engineers of the sewer system as to how they feel the system can handle what Steve Boggess is proposing.
A motion to adjourn was made by Jonathan Sinaiko, seconded by Sacha Richter and the vote was 3-0.
