Provincetown Water and Sewer Board
Minutes of April 16, 2003

The Provincetown Water and Sewer Board was called to order by acting Chairman Jonathan Sinaiko. Present were: Board members, Jonathan Sinaiko Anne Lord, Lucille Plante, Sacha Richter, Also in attendance were D.P.W. Director Dave Guerton, Administrative assistant, Kathy Meads, Jean McKnight, Wayne Perry, Joy Ursillo, Lou Briganti, Sean O’Brien, James Veara, Nancy Corea, Alex Ritchie, Jeff Koehl, Rick Mollineaux, Napi Van Dereck, and Lisa Pacheco.
Lucille makes the motion to accept the minutes of March 19, 2003. Anne Lord seconds the motion and the vote is 4-0. Lucille Plante makes the motion to accept the minutes of Febuary 5, 2003. Jonathan Sinaiko seconds the motion and the vote is 4-0.
Anne makes a motion to abate an uncollectible old water bill. Lucille seconds the motion, the vote is 4-0.
The next order of business is to approve list of sewer betterment deferrals at the following properties:
Jonathan Sinaiko makes the motion to approve deferral for the property at: 5D Winthrop St, Anne seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to approve deferral for the property at: 119 Bradford St. Anne seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to approve deferral for the property at: 3 Howland St. Anne seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to approve deferral for the property at: 5 Alden St, Anne seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to approve deferral for the property at: 91 Bradford St, Anne seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to deny the deferral for the property at: 401 1/2 Commercial St., Anne seconds it and the vote is 4-0.
A motion is made by Jonathan Sinaiko to approve the service application as submitted for 574 Shore rd. Lucille Plante seconds it and the vote is 4-0.
Jonathan Sinaiko makes a motion to accept BOH decision of a change in water flow for 167 Commercial St. Lucille Plante seconds it and the vote is 4-0.
Business discussed was the issue of allowing 3 Franklin St the option of opting out of the sewer. The attorney, James Veara, representing the property owners of 3 Franklin St, makes a case.
The motion to allow the property of 3 Franklin St to opt out is made by Jonathan Sinaiko, Lucille Plante seconds it and the vote is 4-0.
Jonathan Sinaiko makes the motion to allow the property at 8 Commercial St to opt out of the sewer and it is made clear for the record that the property does not have an easement. Lucille Plante seconds the motion and the vote is 4-0.
Jonathan Sinaiko makes the motion to accept the flow revision for the property at 463 Commercial St. Anne Lord seconds the motion and the vote is 3-0.
Jonathan Sinaiko makes the motion to adjourn and Anne Lord seconds the motion and the vote was 4-0.
