Public Hearing re:  proposed wastewater regulation amendments (continued from April 11, 2002)

 

Minutes from April 23, 2002

 

The Water and Sewer Board met in the Town Hall Auditorium at 9:00 A.M. on 4/23/02.

Present were Chairman Jon Sinaiko and members Anne Lord, Sacha Richter, and Lucille Plante.  Also present were Paul Gabriel of Environmental Partners Group and Assistant Town Manager Mark Latour.  Members of the public present were Lauren Richmond, Mariah Jordan, and Robert Hendrickson (of 116/118 Commercial Street). 

 

The public hearing continuation had been formally advertised in the Banner.  Members of the public discussed the unique nature of proposed sewer connections at their properties.  Lauren Richmond commented that a property owner should be satisfied with the proposed location and nature of the sewer service line routing to their property before being formally and finally bound to connect to the system.

 

The Water and Sewer Board members reviewed each one of the proposed changes to the wastewater regulations.  The Water and Sewer board indicated that a property owner should have the right to appeal any of the wastewater connection guidelines (such as those in Section 9. Sewer Connection Construction) to the Water and Sewer Board, with respect to the applicability of that guideline to an owner’s unique property.

 

Water and Sewer Board members indicated a desire to keep the wastewater project on time and under budget, and to minimize exceptions to the guidelines in the regulation amendments in an attempt to do so.  They agreed that there may be certain unique properties or complicated situations which might require a closer look regarding the method and location of the sewer connection.

 

Paul Gabriel answered a number of questions from the public related to the sewer project.

 

As there were no more questions from the public, at 10:45 A.M. Anne Lord made a motion to adopt the proposed wastewater regulation amendments.  Lucille Plante seconded the motion.  After brief discussion these regulations were adopted by a vote of 4 in favor, and 0 opposed.

 

At 10:45 A.M. the public hearing was adjourned.
