Minutes of  August 29,2006

Executive Session

 

Members Present:  Terese Nelson (Chair), Peter Grosso (Vice Chair),  Debra Trovato, Burton Wolfman (Secretary)

 

Absent:   Keith Bergman, Shannon Patrick

 

 Also Present:   Jessica Waugh, Superintendent of Schools

 

The Chair called the meeting to order with roll call vote at 8:50 A.M.

 

The Committee discussed the current status of collective bargaining matters.  Prior to proposals which the committee had agreed to, there were significant changes due to recent Mass. Teacher Retirement Board rulings.  These new rulings were regarding retirement credits for teacher course work (Supermax).    In order for teachers to get compensation credit for course work there would have to be a two year contract in force. Peter Grosso made a motion to approve the following proposal:

                        2 year contract

                        3% for 2006-2007

                        2% for  2007-2008

Seconded by Debra Trovato.  So voted 4-0

           

The Supermax/Longevity matter regarding teacher eligibility to include towards their retirement has been settled by the Mass. Teacher Retirement Board and is therefore no longer on the table.

 

In addition, the PAE would agree to support the Provincetown School Committee in restructuring the school district wherever and whenever educationally sound (see the following):

 

            •  Description of positions

            •  Recognition of positions

            •  Horizontal and vertical alignment

            •  Documented removal of the pending Unfair Labor Practice

            •  Structure of professional development

            •  Structure of school day

            •  Structure of school year

 

Ms. Waugh informed the Committee Dr Floriano Pavao was appointed high school principal for one year 2006-07,  and K-12 principal for three years beginning July 2007-08.  The beginning salary is $90,000.

The Committee discussed components of  a contract for Ms. Waugh as Superintendent and agreed in principle to the following items:  a) a four year contract at $95,000 subject to annual review, buy back sick leave accrued from prior position as of June 30,2006, two personal days, 15 days sick leave, 3-4 weeks vacation.

 

Terese Nelson made a motion to draft a detailed contract.  Seconded by Peter Grosso.  So voted 4-0  The contract will be ratified at a later date.

 

The Committee adjourned at 10:30A.M.
