Memo

Date:     June 27, 2007

Re:        Trap Shed Proposal

At the suggestion of a sub-committee of the Pier Corporation on June 11, 2007, members of the Massachusetts Cultural Council [MCC] Adams Grant task force and Campus Provincetown met to consider collaborating to promote cultural tourism in one of your new trap sheds. On June 14, 2007, Campus Provincetown and the MCC Adams Grant Task Force agreed to collaborate to develop a trap shed on the pier.  Our goal is to provide a link between the cultural arts/organizations, the business community, individual artists, and our year-round visitors.  The development of the trap shed is in keeping with the goal of both organizations to improve the economy of Provincetown and is an outgrowth of the goals from the Strategic Cultural Development Plan (December, 2005). The Town has received several rounds of funding under the Adams grant with the goals of (1) promoting tourism and economic development by offering more variety to the visitor experience, extending the season, and improving visitation at existing venues, (2) developing individual and community expression through individual creativity and group/shared experiences, and (3) telling the world about Provincetown by connecting stories and places and establishing major themes.

Respectfully, we are requesting permission to occupy one of the trap sheds as a cultural resource for the community. All of the partners of Campus Provincetown and the MCC Adams grant will be invited to participate in providing information about their institutions – their classes, workshops, exhibits, shows. Volunteers will staff the trap shed to provide this and other visitor information. Individual affiliated artists will also be invited on a rotating basis to display, sell, and demonstrate their craft on the pier and staff the trap shed as well. During high season [through Labor Day], the trap shed will be staffed seven days a week by the artists and volunteers with the hours of operation 11am – 7pm.  The operation of the Trap Shed will be coordinated by the Cultural Development Coordinator under the direction of the Acting Assistant Town Manager, Adams grant task force, and Campus Provincetown, and will follow an established set of procedures using the Hyannis shanties as a model.  Each artist will be charged a modest rate and they will adhere to the Town’s regulatory process for licensing, the Pier Corporation’s regulations, and operating procedures.

We are hoping for a minimal rental fee to include a contribution from the umbrella group [$500] and to include fees from individual artists as well, estimated at $1800 or more, for a total of $2300 or more. A reporting mechanism will also be in place to provide operational information to the Massachusetts Cultural Council and the Provincetown Public Pier Corporation, again using the Hyannis model.

Campus Provincetown is a not-for-profit organization 501(c)(3), with a web site at www.campusprovincetown.org, who produces an annual publication of its year round courses. They are supported in part by advertising from the business community and grant funding from several sources including the Provincetown Visitor Services Board/Tourism Fund.  Currently, the partners and affiliates of Campus Provincetown are: Cape Cod Community College; Center for Coastal Studies; Fine Arts Work Center; Lower Cape Cod Community Development Corporation; Pilgrim Monument and Provincetown Museum; the Provincetown Art Association and Museum; Provincetown International Film Festival; Truro Center for the Arts at Castle Hill; Provincetown Public School System; Provincetown Community Compact; New Provincetown Players; Provincetown Chamber of Commerce and the Provincetown Business Guild.

The MCC Adams Grant Task Force is comprised of many of the previously mentioned organizations and self selected community leaders, the Pier Corporation supported our applications for funding and we are requesting that you become a full partner in our efforts. The MCC Task Force reports directly to the Economic Development Council who in turn reports to the Board of Selectmen. In February 2007, the Massachusetts Cultural Council approved a second round of funding for the Cultural Development Coordinator under the MCC Adams Grant Task Force.

The Cultural Development Coordinator conducted research for this project by obtaining feedback from the partners and outreach to the Town of Barnstable Economic Development Department regarding their Harbor Your Arts project. For three successful years, seven shanties have provided a venue for 15 artists to demonstrate their craft and sell their handiwork in Hyannis Harbor.  The artists were chosen by a juried process, they pay a modest monthly rent, and manage the operations of their respective shanty. Additionally, they provide visitors with information about Hyannis, encouraging them to travel into town. Although the shanties are primarily open from May through September, they have been used for special events in the winter.  See the attached photos.

Rex McKinsey introduced Special Guest Don Murphy (Schooner Race).

Don Murphy: Explained what is involved in the Schooner Race.  The race is easy to set up.  The challenge is the registration of boats, mooring assignments, reception, Crew Breakfast, Awards Dinner.  It all comes down to money.  Currently no one has stepped up to the plate to plan any of the secondary events to the race at this time.

Susan Avellar: it is the Centennial of the Rose Dorothea and would be upset if the race did not occur.

Phil Tarvers requested to have this topic on the next meeting agenda.

Rex McKinsey: Explained the delays involved in the construction of the pavilion.
