Rex McKinsey: Explained event as per Event Application

 

Pat Johnson spoke on behalf of ASGCC.

 

Fee increased from $5 per paddle on original application to $25.

 

Phil Tarvers: How many people?

 

Pat Johnson: 300 generally, 75 last year.  This is the reason for the venue change

Lee Ash joined the meeting in process @ 4:20

 

NOAA Ship Strike Reduction Strategy for Right Whales Regulations Explained

 

Spoke with the Sewer and Water Boards in regards to water usage at the courtesy float.  Currently there is no regulation on boat washing.  They will welcome a proposal to change the regulations.  Discussed metering/float control/charging for use.

Ferry Terminal:  Meeting Friday 8/25/06 7:00 am at DPW

 

Len Clingham: Explained meeting with Sandy Turner and George Hitchcock on Monday.

 

Phil Tarvers: Stressed disapproval of design.  Raising the building is cheaper than building addition.  Feels that David Guertin lied to the Board of Selectman and has done the town of a great disservice.  Has offered to have a set of plans by tomorrow afternoon at 5: 00 and at half the cost of the proposed plans.  Is asking the board to look at his side.

 

Lee Ash: Thought that this issue had been settled.  The design is driven by the town and not the PPPC.

 

Len Clingham: It is a town project and was not on the board when these decisions were made.

 

Rex McKinsey: Does not want to be on a second floor away from the staff.

 

Phil Tarvers: Believes that Rex McKinsey was the driver on the current design.  Wants to ensure that his feelings are made public.

 

Lee Ash: Back to the managers’ report in regards to the Silver Mink.  Has it been reported to the EPA? Does it pose a danger.  Wants the EPA notified.

 

Phil Tarvers: Len, as an attorney, couldn’t you talk to someone about this?

 

John Baldwin: what is going on with Marine 1?

 

Rex McKinsey: Repair quotes vs. replacement cost, Paul Silva is pushing for resolution.

 

Len Clingham: Will set up a meeting w/marine attorney

 

John Baldwin: This is a public safety issue.  The boat should be in the water tomorrow.

 

Phil Tarvers: Is there not a law that requires resolvement within a set period of time?

 

Len Clingham: wants a back up plan developed.

 

Lee Ash: We do have backup w/USCG.

 

A general discussion concerning Marine 1 ensued.

 

A motion was made that the PPPC engage an attorney of 9/1/06 to resolve the matter with the insurance company and Marine 1.

Financial Review

 

Rex McKinsey: Provided a general explanation of the financial statements;

 

Lee Ash: Ice sales to Transient Vessels.  Can we advertise this?

 

Phil Tarvers: Stated that the ice machine is unable to keep up with a demand even if it were there.

 

Lee Ash: Why did we spend the money if the revenue is not there.

 

Rex McKinsey: Built the ice machine based upon Profish’s  #’s.  There is also good will involved.

 

Len Clingham: Would like to thank Phil Tarvers for stepping in as treasure and for doing a wonderful job.

 

A general discussion on mooring rentals by the harbormasters office ensued.

 

A motion was made to accept the treasurers’ report and to forward it onto the Board of Selectmen..

Directors Closing Statements

 

John Baldwin: Concerns on water were answered earlier in the meeting.  Thanks to Phil for a good job on report.

 

Lee Ash: Time on the water, recognition of boat being out.  Concentrated water time.  Mooring tagging. Thanks Phil Tarvers as well.

 

Phil Tarvers: Pass accolades onto Rex McKinsey and John Davison for the report.  If you look at the report we have to know that maintenance costs are high.  Predicts that it is only going to get much worse.  Would like to request a public hearing at the next meeting or a work shop so that the PPPC can look into ways to increase revenues so that we can avoid going to town meeting to ask for money.  We have to start looking at the commercial side of the ledger.  Given all of the problems of the past can be put aside and we start to determine ways to increase revenues so that the PPPC can take care of itself and generate revenue.  If we don’t have the money to take care of the pier we are going to have some problems.  It is an extension of eh commercial district of Provincetown.  Candace Nagle’s idea is an example of the types of revenue generators.  Not sure what forum we need to use and would like to hear ideas from the other board members.

 

Len Clingham: Any communication from the Hyannis art group?

 

Rex McKinsey: No

 

Lee Ash:  We really need to take advantage of public sentiment on the wave attenuator and reduce the PPPC cost, develop some economic engines to develop the pier.

 

Rex McKinsey: By what process.  How do we get to here we want to get.  A roadmap would be helpful. A timeline.

 

Len Clingham: Looking into grant moneys for fixing the pier.  Revenue generation is not going to solve the maintenance issues.  Agrees that bringing in income is a town wide issue.

 

Lee Ash: Follow up on Rex’s attempt to get everyone to think of the fall and the way things get done well is when one board member pushes an issue or area and dedicates and commits to leading the charge.

 

Phil Tarvers: In listening to Len Clingham, agrees whole heartedly that we have inherited an inferior product.  We need to know the total maintenance cost picture.  A survey should be taken so we can make projections as to what these costs will be.

 

Rex McKinsey: The overall pier is in good shape.  There are just a few problem areas.  The floating docks is our major issue.  We need stuff to rent to make more money.  Alternative energy.

 

Len Clingham: We are getting into the fall and winter.  Think about what we are planning on doing and if we need twice a month meetings.
