Meeting called to order @ 4:07 by Lee Ash, PPPC Chair
LA brought all of the board up to speed for those who had not recently attended.
Public Statements:
Candice Nagle mentioned letter that she had sent to the PPPC board. Lee Ash stated that Candice Nagle’s letter would be brought up during new business
Lee Ash informed all that all issues and the like are to be brought to the board in writing.
Lee Ash introduced Phil Tarvers to the board as an applicant for the PPPC Board of Directors.

Directors Statement
George Hitchcock: Hindu called him and want to come back to space 10W. Captain Kevin Foley was told that there would be space here for him when he comes back. George Hitchcock was given a copy of the letter sent to Captain Kevin Foley in the past. It was not returned signed nor was a check received by the PPPC. Talked with a few tenants and they are happy with the quick fix for the South Floating Dock Gangway. Met with Dave Guertin and progress is being made on the pavilion and comfort station. The DPW is waiting for a response from the DEP and then the BoS. Pavilion is due before the blessing of the fleet. Bathrooms may not be installed until the fall (grant money is still secure). Waiting on the sewer work. Waiting for an answer on why the pavilion installation costs being are so high.
John Baldwin: Good to see the gangway in place. No other comments at this time.
Len Clingham: Nothing at this time.
Lee Ash: Requested that anything that comes to Rex or the PPPC Board members for pier events or any other new request for Pier use to be in writing with a received date clearly indicated and given to the chair.
George Hitchcock: Agrees, with the turnover on the board as it is, that having a record of these requests would be most helpful.
Lee Ash cont: As we move towards the end of the fiscal year asked if Len Clingham would get together with John Davidson in regards to reviewing financials and to prepare a presentation for the board.

Send email to Andy Pollock informing him that all correspondence to the PPPC should be sent to office and not Lee Ash’s house.
Insurance for uninsured boats a dead issue. No one will underwrite the policy.

Business:
Lee Ash outlined how new business will be handled.
Candice Nagle Float Space 8W Coffee Shop Proposal:
Lee Ash read the request to the board. Clarified that we do not have a retail pilot program. We have entitled one vendor to conduct a summer experiment.
George Hitchcock: Thought that we were in the process of forming a retail policy but allowing this experiment to occur.
John Baldwin: Overlooking the primary tenants of the pier. There may be fisherman who may want to participate in a retail environment. Fisherman should get the first crack at retail.
Len Clingham: Agreed to the Shaved Ice stand on the fact that it has to be licensed by the town. He is new to town. Mentioned that we have to coordinate with the town. We don’t want to compete with those who pay rent in town for the business. It is a very complex situation. Will be glad to volunteer to work with the town to develop a retail policy. Obligated to generate as much revenue as possible. It is a town facility and the town must be involved in its development.
Lee Ash: Heard about push carts on the pier at town meeting. It was becoming clear that there are some real issues in this area. Maybe a sub-committee should be formed to investigate this area of economic development.
Candice Nagle: Does the PPPC, as a board, have jurisdiction over what occurs on the float it self?
Rex McKinsey: Everything must be PPPC Approved.
Candice Nagle: When a pilot program is approved I would like to be included.
Len Clingham asked that Candice Nagle and he meet separately to discuss these issues.
Candice Nagel: I have been solicited by a retail business that wants to tender retail services to moored and anchored vessels. How do I proceed: May 11th meeting on float space licenses.
LeeAsh: What other ways are there to bring people onto the pier? An umbrella event: open air market, non-profits, arts & crafts.
Lee Ash read the letter from Flyers. Flyers requested to use the western side of the handicap dock as an offloading zone. Research if this can be done.
Lee Ash read letter from the Hindu’s attorney. Research and review w/Lee Ash and Rex and provide a synopsis for the board. Get them on the agenda for May 11, 2006.
Whale Trail: Dolphin Fleet: Put a package together email and pickup.
Set up mailboxes in the office for all of the board members.
