Meeting called to order @ 4:02 by Lee Ash
Mike Glasfeld- Handed out a booklet from Bay State Cruise titledthe “Steamboat Bill”
Explained to the board who and what Bay State Cruises are. Gave brief history of Bay State Cruises and explained the booklet handed out. Has been approached by other Massachusetts communities in regards to ferry service, Gloucester, Portsmouth, Beverly to name a few. Cautions the board in regards to any new ferry tenants on the pier and that if one were to be allowed it would put all existing ferry companies at risk. Willing to help the board in developing any new ferry expansion.
Pointed out that BHC is subsidized by state for commuter routes and is in bankruptcy court. The Boston-Provincetown route is not subsidized.
Exclusivity contracts are not unheard of in this industry. Would like to retain an exclusive contract with the PPPC for the Boston-Provincetown run.
Lee Ash thanked Mike for coming by and welcomed him to come meetings in the future.

John Baldwin: Happy to see Mike Glasfeld from Bay State Cruises here. Logo question about branding versus a high school contest.
Chip Bradish: None
Lee Ash: Will be getting quotes on the branding of the PPPC. Met w/George Hitchcock and he will assist Lee Ash with her duties as chair. Commented on the Friday Fifteen Report. Would like to see more from AHM. The report should be posted in the office.
Len Clingham: None at this time, still a learning experience. He stated that the PPPC is an extremely important part of the town and is looking forward to developing his role as a member of the Board.
Lee Ash asked that the relationship between the Wydah (Barry Clifford) and the town and the PPPC be added to a future agenda in March.
Along with the SOP’s can we make provisions for drills and training procedures.
General discussion of retail operations on the pier. PPPC currently not at a place in time to handle this issue.
In regards to the Ferry Pavilion: the PPPC needs to be involved in the design process. Need to request drawing/renderings of project.
Add web site data to Tickler.

Discussion of Cost Analysis in regards to Marine 1 ensued. M1 to be repaired and ready by 4/1/06.
Add the purchase of a workboat into the long-term plan of the PPPC.
Pier/Harbor Regs:
Changes recommended by the harbormaster/pier manager to the pier and harbor regs were discussed.
Chapters 1, Pier Regulations, are passed by the PPPC. Chapter 2, Moorings, and Chapter 3, Harbor, are passed by the BoS.
A motion was made to advertise for a public hearing to be held on February 23 for Chapter 1 Pier Regulation Changes and to send a copy to the Harbor Committee for their comment as well as a copy to the Provincetown Board of Selectman.

A motion was mad to have the changes to Chapters 2 and 3 of the Harbor Regulations be sent to the Provincetown Board of Selectman for their consideration with a cover letter from the department as well as to the Harbor Committee for their recommendation to the BoS.
