Paul DeRuyter called meeting to order @ 4:06 pm

Directors Statement

 

George Hitchcock: We are not doing our job.  Doesn’t want to be embarrassed again.  Need to be sure that notes are made in the log.  I want to make sure that AHM’s are reading the log.  Ice machine not being on, no ice, no notice to fisherman that there would be no ice.

 

John Baldwin: Had informal discussion w/HM employees concerning the last season and what problems existed.  From his conversations w/staff many felt that there were serious problems with last season.  Does not want to personally attack anybody.  Talked with 5 employees in total.  No names given.  Putting it out there for what it is worth.

 

Comment by Paul deRuyter:  Directors polling employees; caution is required.  As much as we want to have open lines of communication we need to be very careful.

 

John Baldwin (Directors Statements continued): Employees always have gripes.  Slightly more negative than expected.

 

Comment by Paul deRuyter: Suggests that this is the right time of year for the board to hear directly from the staff.  Not happy w/events.  On record that he is convinced that we have done what should have been done.  Lot’s of maybes and if onlys.  We did what we had to do.

 

Comment by George Hitchcock: Does not want a meeting with employees w/ Rex McKinsey in attendance.  Employees will not be so open w/ Rex McKinsey there.

 

Comment by Lee Ash: Important to talk w/ employees looking for ways of improvement.  Does not know how John Baldwin got the info from the employees.

 

Lee Ash:  I am concerned that the board should respond to inquiries about the pier. Brought up a printed letter to the editor from the previous issue of the Banner about the boats that sank.  Feels that a response may be required.

 

Comment by Rex McKinsey: Letter was from Bob White.  The regulation concerning the # of days that a boat sits at the pier is no longer valid.  In responding to Bob Whites letter he felt that he’d like to. Feels that a response is unwarranted.

 

Lee Ash (Directors Comments continued); A letter stating that the rules have changed in regards to the current regulations be sent out.

 

Comment by Rex McKinsey: Brought up the staff assessment included in meeting packet.  Would like to see if the responses in the meeting of employees are close to those of John Baldwin.

 

Comment by Paul deRuyter: Stay focused on fixing things and not responding to criticism.  Focus on derelict boats at the pier; this issue needs to be addressed.

 

Lee Ash (Directors Comments continued); Is there a precedent of ejecting tenants?

 

Paul deRuyter: Not running a popularity contest.  Some of these situations have been lingering for a long time and dealing with them is part of the job.  Communicating the best we can and get on with the job.  Fairness and consistent. Prioritize and fix and move on.

 

Paul deRuyter: The need for a Suggestion box.

 

John Baldwin: A locked box for suggestions for employees/clients.

 

Paul deRuyter: I would open box.

 

A motion was made to have an in-house locked suggestion box for the staff/clients/community so that they can make suggestions/comments on the pier operations with access to the box limited to the chair.

 

Comment by Lee Ash: Any real personnel issues would be handled by Rex as a manager and then a Board member if needed.

Paul deRuyter: Sent Keith Bergman an email regarding the transportation grant.  George will be invited to any meetings as our liaison.  Best effort to give everyone a copy of the bullet points of the all day meeting.  10w float space, RFP for a tenant.  PPPC buys and owns the float and gangway.  Upwellers discussed as well.

 

Comment by Rex McKinsey:  Remove the float and other Hindu debris off the beach.

 

Comment by George Hitchcock: what is our legal responsibility.  Rex McKinsey to handle.

 

Paul deRuyter (Directors Comments continued); Mooring report series of things that jumped out at him.  Troubled him that there is a lot of stuff here and it makes him scratch his head.  Information System is inadequate to handle the job?

 

Comment by Rex McKinsey: checking w/other harbors to see what they are doing.

 

Paul deRuyter (Directors Comments continued); Lot of work has been done to attempt to identify what we have done with the mooring.  See Mooring Report. Wants an answer.

 

Comment by Rex McKinsey: We will have to develop our own answer.

 

Paul deRuyter (Directors Comments continued); Add to tickler list-specifically the step by step process that we are going to follow, that people will comply with on how people are to apply for a mooring next year, and how the mooring will be handled.

 

Comment by John Baldwin: Assign mooring according to their size.  Ground line (trawl?) mentioned again.  No need for a chain for seasonal mooring.

 

Comment by Lee Ash: Likes the idea of JB.  The hardest problem is how do we tell people what will happen.  Do you tell everyone that they will be reassigned.  Section at time.

 

Comment by George Hitchcock: Look into what it would cost to re-grid behind the breakwater using JB’s suggestion.  Take control over the moorings.  Take it to town meeting.  Helix Imbeddment Moorings, Company in Onset.  Divers required to have liability insurance puts the onus onto the diver.

 

Paul deRuyter (Directors Comments continued); Spend time on Mooring SOP’s.  Develop data program.  No Comment on JB and GH ideas.

Paul deRuyter: Move to have pier regs changed. Specific pier reg changes requests at this time.

 

Rex McKinsey: Wants to have Profish involved and do all of the pier reg changes at once.  Keep on pace with what we are doing.

 

Paul de Ruyter: Delegate all of the pier regs changes to an AHM to be presented to the board and have a public hearing.  Organize an agenda w/Profish for a working session.

Pier Managers Report:

 

M1 is insured $1000 deductible.  Bilge pump hole is too low.  Call Edgewater  Exposure? Report from Nauset Marine as to why the boat sank.  The engines will not be right.
