Present:  Paul DeRuyter, Chair, Lee Ash, John Baldwin, Chip Bradish and George Hitchcock

Other Attendees: Rex McKinsey, Pier Manager, John Davidson, PPPC Admin

 

Paul DeRuyter called the meeting to order at 4:00PM.

New Business

 

A Discussion of the Fisherman’s Wharf ad announcing the sale by Cabral Enterprises was initiated by Paul DeRuyter.

 

Initial response by board members:

 

Paul DeRuyter: Start the data gathering process

Lee Ash: Wants clarity on exactly what is being sold and stated that she may have to recuse herself due to a conflict of interest.

Chip Bradish: Why is it being sold?

John Baldwin: No Interest

George Hitchcock: Go For It, perform due diligence

 

A motion to authorize the chair to engage the appropriate professional consultants to perform a limited evaluation to determine the possibility of purchase.

Pier Management Report

 

Ice Machine Update:

 

Paul DeRuyter wants a completion Schedule w/e-mail updates.

George Hitchcock wants no more money spent until job completed as contracted.

Rex McKinsey stated that the 5 ton machine will be up and running by end of week.

 

Electric Pedestals:

 

Rex McKinsey announced that they new pedestals had arrived and that HM staff would install with the exception of connecting to the power supply, which will be done by an electrician.

 

Lights:

 

George Hitchcock is against continued use of the tall lighting fixtures due to the cost of bulb replacement (use of crane needed and bulb life not as guaranteed by manufacturer due to Provincetown power surges).  He also requested that a cost analysis be performed for the replacement of existing pier lighting.

 

Rex McKinsey stated that for the short term we must utilize what we have and that a cost analysis for a replacement system would be performed during the slow season.

Fish & Farmer’s Market:

 

Update provided by Rex McKinsey.

 

Accounts Receivable Bad Debt Charge Off’s:

 

A motion to write the bad debt off the books was made.

A motion to direct the HM  staff  to develop a procedure to attempt to collect on bad debt, through an attorney if need be.

Report of Commercial Space 10W:

 

The paper work for the completion of the purchase and sale agreement should be available by Wednesday of next week.

 

No guarantee of slip next year.

 

Float must be removed from beach.

 

Report on Commercial Fleet Float Space Assignment and Waiting List:

 

Timeline proposed by Rex McKinsey to the board.  The board would like to see the recommendations by October.  It was decided that George Hitchcock would be the board liaison with ProFish is drafting the waiting list procedures. 

 

 

Security Camera Package:

 

Rex McKinsey presented an Agenda Action Request for a Security Camera Package.

 

The board did not vote on the request. 

 

A motion to place an ad for a night watchman position to handle security on the pier overnight @ $10 per hour from 11:00 pm to 7:00 am.  This would entail 2 part time positions for the remainder of the high season.  Also to take steps to obtain a proposal for a video security system as a legitimate investment for future growth.

Directors  Statements

 

George Hitchcock stated that the PPPC should adopt the employee benefits package offered to town employees for the employees of the PPPC.  Also mentioned was the formation of a sub committee to study/create a High School Pier Auxiliary (Rex mentioned that the coast guard was contemplating the same idea).

 

Paul DeRuyter responded that the Barnstable County Retirement Board has postponed any ruling on the issue of the employees of the PPPC (Special Municipal Employees) eligibility to participate in the retirement system until their next meeting.

 

John Baldwin had no statement to make.

 

Chip Bradish had no statement to make.

 

Lee Ash wants an agenda item added to the next meeting concerning entities that are supposed to be actively advertising their services/functions being offered to the public.  Paul DeRuyter added the term acceptable commercial activity.
