Meeting Minutes of

Thursday, May 12, 2005

 

 

Present:  Paul deRuyter, Chair, Lee Ash, George Hitchcock and John Baldwin

 

Excused Absence: Chip Bradish

 

Other Attendees: Rex McKinsey, Pier Manager.

 

The PPPC meeting was called to order by Paul deRuyter at 4:05 PM.

 

Public Statements

There were no public statements.

 

Director’s Statements

A discussion followed regarding holding a fathers and sons fishing derby on the Pier on Father’s Day in conjunction with the Island Fishing & Game Club, Inc. The discussion centered around insurance liability. Mr. deRuyter mentioned that the Pier Corp. has liability coverage and umbrella coverage in place and that a Certificate of Insurance from people or organizations using the pier for their own event is required. Mr. Kerry Adams, a representative from the Highland Fishing & Game Club, Inc. stated that the cost would be prohibitive for one day for his organization. Lee Ash liked the idea of sponsoring different types of events. Mr. deRuyter felt that a decision had to be made by the end of the week.

 

A motion was made in favor of the project as long as a response from the insurance company is positive to hold the Father’s Day Fishing Derby in conjunction with the Highland Fishing & Game Club, Inc.

George Hitchcock brought up the bad shape of the flag and the ice machine. Lee Ash discussed the shed colors and felt that the Pier Corp. should decide and approve the colors. Paul deRuyter suggested talking to shed owners to check with the Pier Corp. regarding colors if intend to paint the sheds. Mr. deRuyter also told that he was invited by Chris Fiset to attend a shift on Friday night on the pier and he learned a lot about what happens on the pier at night. There was a general discussion regarding police protection and alerting them in case of emergency.

Pier Manager’s Report

Rex McKinsey gave a brief update regarding the ice machine. George Hitchcock stated that it was important to get the auger and blower in and the rest to follow soon.

 

Draft Personnel Rules and Benefits

The members discussed the rules and benefits that were adapted from the Town’s rules. Mr. deRuyter talked about the interviewing process for Pier employees. Lee Ash felt that there was no need for further advertising for positions as there was a good pool now. Ms Ash and George Hitchcock felt that they could select candidates by the next meeting and Lee Ash felt that the position of Seasonal Harbormaster has to be in place ASAP.

 

A motion was made to have an Executive Session on Thursday, May 19th at 4:00 PM where the Personnel Subcommittee had previously reviewed applicants and checked into the municipal employee statues and to schedule interviews for the position for Assistant Harbormaster by applicants who have previously held that position.

Mr. deRuyter will handle getting information regarding employee benefits and the members discussed various aspects of the interviews. Lee Ash suggested notifying all existing employees regarding the interviews.

 

A motion was made to invite four existing assistant harbormasters for an interview at the meeting of May 19th.

Mr. deRuyter suggested inviting Keith Bergman, Town Manager, Ted Meyer, Police Chief and David Guertin, Department of Public Works to the interview process in an informal advisory capacity. He felt that the most import attendee would be the Police Chief.

 

Year-End Collection and Renewal Process

Mr. McKinsey explained the process of collecting past-due debts. The members discussed the process and Paul deRuyter asked Mr. McKinsey for a report after June 1st.

 

Old Business

Triosk. There is matched funding from the Visitors Service Bureau for signage. John Baldwin suggested getting bids from local carpenters. A discussion ensued regarding this and Paul deRuyter suggested that Lee Ash contact the Visitors Service Bureau regarding what the Pier Corp. options are if any changes were made.

 

A motion was made to defer a decision on the triosk pending Lee Ash’s conversation with the Visitors Service Bureau regarding the flexibility that the Pier Corp. has and not losing the grant.

Capital Improvements Proforma

Paul deRuyter suggested that the members read Rex McKinsey’s report and come up with ideas.

Mr. deRuyter felt that this subject deserves an entire meeting and asked the members to become more familiar with it.

 

New Business

Town Goal Setting Process

Paul deRuyter felt that the Pier Corp. should get involved. A general discussion of this subject followed. Mr. deRuyter suggested that members come to the next meeting with what the Pier Corp. goals should be. Rex McKinsey stated that members should email their lists to him and he will compile them.

 

Rex McKinsey discussed the Marine Department objectives in relation to the Pier Corp.

 

It was moved to adjourn the meeting at 6:00 PM.
