Open Meeting Minutes

Meeting Time and Date: 3:00pm April 17, 2004

Meeting Location: Provincetown Police Station

PPPC Members Present: Robin Haueter, Joyce Guide, George Hitchcock, Nancy Howard, Marty Michaelson

Others Present: Rex McKinsey - Pier Manager, John Baldwin - Profish

Robin Haueter asked John Baldwin if had a public statement and he declined.

Ice Machine Business: Members reviewed Rex’s report on the Ice Division

• Purchase vs. Lease
• The 3.5ton used machine needs a 3^rd party appraisal. Rex will check with Mass Development for a referral or will proceed to identify a possible appraiser.
• A short term lease would be preferable because it is not known what the extent of the market for ice is on the pier.
• Rex is directed to contact Industrial Ice to see if a one year lease is possible.
• The plan to purchase a new 5 ton machine should continue to move forward.
• Joyce Guide and George Hitchcock will meet with Rex early next week to keep all the above issues moving ahead.
• Marty will check with Larry in regard to the agreement with the Town.
• Rex should check with Chatham re staffing hours
• Personnel should be hired by June 15.
• George will check with Joe Francis, a fisherman re all aspects of ice making business.

Move that in consideration of the present mode regarding an ice business on the pier, that the Pier Corp. proceed in principal to effect that business subject to review of the details and that a committee of the Board consisting of Joyce Guide and George Hitchcock work with the Pier Manager to that end.

Personnel: Members discussed adoption of Personnel Policy for the Pier Corp. Marty will review the Town’s Manual and report back.

Rebate Plan for Floating Docks: Rex distributed a proposal to return money to fishermen in light of their reduced dockage due to the damage of the docks.

• Members questioned whether the rebate total would be credited to debt service.
• Rex was instructed to check with Larry in regard to writing a letter to the BOS.
• It was agreed that the PPPC and the Town needed to agree before returning any money.

Motion that the PPPC accept the Pier Manager’s plan for rebate to those vessels that have not had access to the floating docks due to storm damage subject to acknowledge and acceptance of the Plan and PPPC’s request from the Town.

Signage: Robin distributed the Proposal Assessment for Identity Design and Signage RFP. Members discussed the report and expressed agreement to lean toward local firms.

Robin explained that a few firms would be asked to continue discussions on the project. He will write the necessary letters and Joyce will send them out.
