Howard Burchman, Chairman, called the meeting to order at 7:05 p.m.

 

Case #2008-07 Site Plan Review Continued from April 2, 2008 meeting.

Application by Mark P. Kinnane of Cape Associates, Inc. under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District A. The applicant seeks approval for a 7’ x 14’ first floor deck extension and a 6’7” x 8’ second floor deck extension at the property located at 12 Creek Round Hill Road, Provincetown, MA (Res1 Zone).

 

Continued from the April 2, 2008 meeting due to the fact the application did not contain an engineer’s stamp and did not include contour lines.  The applicant provided an original site plan with contours to include both existing and proposed of the entire deck for both first and second floor decks. 

 

Motion: To approve the site plan as submitted.

Case #2008-08 Site Plan Review (Request to withdraw)

Application by Martin R. Donoghue, P.E., Coastal Engineering Co., Inc. on Lands End Inn at Gull Hill, Incorporated under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District A. The applicant seeks approval for the construction of a swimming pool at the property located at 22 Commercial Street, Provincetown, MA (Res1 Zone).

 

Motion: To allow the applicant to withdraw the application without prejudice.

Case #2008-09 Site Plan Review (review revised plans)

Application by Polhemus Savery DaSilva Architects/Builders on behalf of Jeffrey Liebert and Martha Brown under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District B. The applicant seeks approval for the demolition of an existing 4-bedroom single-family dwelling and accessory shed and replace with a 4-bedroom single family dwelling with pool at the property located at 9 Open Lane Street, Provincetown, MA (Res1 Zone).

Motion: To accept and endorse the revised plans as submitted and request the owner provide the sum of $5000 into escrow to mitigate potential damage to Oppen Lane.

Case #2008-10 Site Plan Review

Application Brian M. Carlson under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District B. The applicant seeks approval for a 2’ deck extension and to enclose deck for habitable space, construct new 8’ x 32’ x 10’ deck on the east elevation, enclose an existing for habitable space on the south elevation and redesign the main entry at the property located at 4 Upper Miller Hill Road, Unit #1, Provincetown, MA (Res1 Zone).

 

The board members primary concern was the protection of the dune.

 

Motion: To accept and endorse the stamped plans as submitted and that the footings to be dug by hand and to include the narrative.

Case #2008-11 Site Plan Review

Application Alan Cabral of Felco, Inc. on behalf of Kathleen Meads under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District A. The applicant seeks approval for a proposed two-family dwelling with driveway and septic system at the property located at 5 George’s Path, Provincetown, MA (Res3 Zone).

 

There will be a shared drive access to reduce the curb cuts and to preserve the hillside and mature trees and natural vegetation on the property.  The property does contain one small retaining wall. 

 

The land surveyor will stake out the driveway and buildings in time for the site visit.  Site visit to be scheduled for June 4, 2008 at 6:30 p.m.

Case #2008-12 Site Plan Review

This property has a shared driveway with 5 George’s path to reduce the curb cuts and to preserve the hillside and natural vegetation with mature trees.

 

Site visit is scheduled for June 4, 2008 at 6:30 p.m.

 Case #2008-13 Site Plan Review

Application by William N. Rogers, II, P.E. P.L.S. on behalf of Olga Opsahl & Kenneth C. Weiss under Article 2, Section 2320 of the Zoning Bylaws for High Elevation Protection District A. The applicants seek approval to remove and existing shed and to construct three proposed duplex buildings, one per lot with Title 5 septic system and appurtenances at the property located at 51R, 55 and 57 Harry Kemp Way, Provincetown, MA (ResB Zone).

 

The plan is in accordance with the zoning bylaws.  A proposed catch basin would be located within the public right of way of Harry Kemp Way.  The proposed units will be built into the slopes and away from the crest of the hill with varying setbacks to the property lines and Harry Kemp Way.  Plantings will consist of native trees and plants.  Retaining walls surround the common parking area not to exceed 4’ in height and all three duplexes will share common access, curb cut and parking area.  6-foot decks separate individual units within the duplex so they are considered one building for the purpose of scale.

 

Motion: To schedule a site visit on June 4, 2008 at 5:45 p.m. showing staked parking area and building pads.
