Members Present: Howard Burchman, Anne Howard, Kevin Rich and Ellen Battaglini

Staff Present: Doug Taylor, Building Commissioner and Maxine Notaro, Permit Coordinator

Meeting was called to order at 7 p.m.

Review entire file for 12 Ship’s Way Road Extension

Doug Taylor requested that review and discussion be postponed until next meeting as he is waiting for information from Town Counsel, which is essential in deciding how to proceed.

Anne Howard made a motion to continue until March 15, 2006. Ellen Battaglini seconded and it passed 4:0:0.

Review warrant articles for Town Meeting

Anne Howard made a motion to insert Article A- Outside Vending-Zoning By-law Amendment as amended at the March 1, 2006 Planning Board meeting onto the town meeting warrant. Ellen Battaglini seconded and it passed 4:0:0.

Anne Howard made a motion to insert Article B-General Use Category 3-Zoning By-law Amendment as amended at the March 1, 2006 Planning Board meeting onto the town meeting warrant. Kevin Rich seconded and it passed 4:0:0.

Kevin Rich made a motion to insert Article C-Growth Management-Zoning By-law Amendment as amended at the March 1, 2006 Planning Board meeting onto the town meeting warrant. Anne Howard seconded and it passed 4:0:0.

Doug Taylor presented draft of proposed Zoning By-law amendment submitted by CASAS for an animal shelter. Planning Board did not have to take any action tonight, as this is a citizen presented amendment.

Discuss procedures for Site Plan Review

There is no enforcement power or appeal process inherent in Site Plan Review procedures. Discussion of creating By-law amendment for next years Town Meeting.

Minutes Approval

Ellen Battaglini made a motion to approve minutes of February 1, 2006. Anne Howard seconded and it passed 3:0:1.

Ellen Battaglini made a motion to approve minutes of February 15, 2006. Kevin Rich seconded and it passed 3:0:1.
