Town Manager, Dennis Anderson, CEO Cape End Manor, Eileen Thomas,
Administrator, Cape End Manor, Marilyn Downey, Chair Bd. Of Directors, Cape End
Manor and Robert Cabral, member of Bd. Of Directors, Cape End Manor.
Meeting
was called to order at 7:05 PM
Public Meeting
Proposed
Zoning Amendment: Health Care Overlay District Rezoning
Howard
Burchman made a motion to waive reading of the proposed amendment, Ellen
Battaglini seconded and it passed 5:0:0.
Keith
Bergman presented the following timeline:
October
Town Meeting
-seek
approval to rezone parcel
-seek
approval to authorize BOS to accept land from Bishop of Fall River and transfer
parking property to Bishop.
None
of the above will be effective until April Town Meeting approves:
-transfer
of site to health care entity.
December
31, 2006 is the target date for town to no longer operate Cape End
Dennis
Anderson explained reason for deleting Non-profit from allowed uses and
provided top-notch quality care, while non-profits may not necessarily be
financially sound or provide quality care.
Howard
Burchman stated that other “housekeeping” changes need to be made to zoning
amendment. Keith assured board that these will be taken care of at the
appropriate time.
Barnett
Adler left the meeting at 8:25PM.
Anne
Howard closed public meeting at 8:40PM.
Ellen
Battaglini made a motion to release $1000 in escrow for plantings at 173
Bradford. Howard seconded and it passed 4:0:0.
Ginny
Binder made a motion to approve minutes for September 1, 2004 meeting as
submitted. Ellen Battaglini seconded and it passed 4:0:0.
Re-organization
of board to be put on agenda for next meeting on September 22, 2004.
