Minutes for February 24, 2000

The Meeting of February 24, 2000 was called to order at 7:07PM by Robin Evans, Co-Chair.  Also present were Hatty Walker Fitts and Fred Berger. Absent was Celine Gondolpho and Barbara Sullivan, both of whom were out of town.  Also present was staff member Ken Learned.

 

Public Comment:

            A member of the public, Carol McDonald, spoke about her concerns, and those of the residents of Thistlemore Way, about the idea of building a ball field as a recreation area vs. walking trails and rest areas.

 

Memo from Keith Bergman, Town Manager:

            Ken Learned delivered copies of a memo re. The Locke Property to the members of the committee. There was general discussion about this and the memos of 18 & 22 February, also from Mr. Bergman.  At this time Mr. Bergman entered the meeting for a brief discussion as to what monies were to be used, and could be used, for maintenance on lands acquired with Land Bank funds.  He explained that maintenance monies will come out of cash flow and not the borrowing authority monies.

 

Motion re. Borrowing Authority monies:

            A Motion was made by Robin Evans, seconded by Fred Berger, to make the following proposal regarding how the borrowing authority monies should be used:

                        Aquifer Protection - 21%

                        Pond Frontage - 35.9%

                        Natural Preserve/Recreation - 33.1%

                        Affordable Housing - 10%.

The motion passed 3-0-0.

 

Display at Year- Rounders Festival:

            Fred Berger indicated a willingness to work on putting together a display table about the Open Space Committee and the possible purchase of the Locke Property for the Year-Rounder’s Festival to be held in Town Hall on March 11.  It was decided to bring the subject up again when more of the members were present.

 

Next Meeting:

            The next meeting was set for Tuesday, February 29, for the purpose of writing articles to be submitted for the Town Warrant.

            The meeting was adjourned at 9:05PM.
