PUBLIC HEARING ON
SHANKPAINTER MANAGEMENT PLAN

The meeting was convened at 7:00PM by Co-Chair Celine Gandolpho. Other Committee members present were Fred Berger, Robin Evans, Hatty Walker Fitts and Barbara Sullivan.
Committee Comments:
Celine Gandolpho - suggested that the new DPW Building and Grounds Department representative should be represented on the Stewardship Committee described on page 15, #2, as well as a representative from the Conservation Commission, the Conservation Trust and the Open Space Committee. In the plan, paragraph 1 of #2 (Property Security) should be moved to section 1, Property Management.
Hatty Walker Fitts - under the Property Management section on page 15 add a paragraph stating that any project requiring placement of any object near the wetland area must go before the Conservation Commission.
Public Comments:
Carol McDonald - had questions regarding the practice of target shooting. It is happening now and would it be allowed? Indicated it would be a hazard for anyone else using the area. The Committee agreed, indicating that a paragraph will be added to page 9 prohibiting the discharge of firearms and bow & arrows plus the placement of traps in the area.
Peter Souza - concerns about damage at Clapps Pond impacting Shankpainter Pond as they are in the same ecosystem. Development there, such as the sewage treatment plant, would impact on the quality of Shankpainter wildlife habitat as well as water recharge and water quality. He also expressed his concern about the damage done by motorcycles in both areas.
General Discussion:
The Committee discussed horseback riding and agreed it would be allowed only on designated paths.
Regarding the issue of dog “poop”, there will need to be a sign reminding dog-owners to pick it up and dispose of it properly in a container put out there for that purpose.
Barbara Sullivan - addressed the management costs on pages 12-13. The Committee will develop a warrant for an amount to be determined to present to Town Meeting in April.
