Meeting of the Open Space Committee 1/22/08 11:45-2:00

Attending:  Celine Gandolfo, Stephen Milkewicz, Dennis Minsky (recording)

Also present for portions of time:  David Gardner, Alix Heilala, Brian Carlson, Paul Gavin

The minutes of October 18, 2007 and December 21, 2007 were approved, with minor corrections.

Business discussed:

-         Land Bank funds

There is some confusion about how some of the figures presented on the official form associated with the 09 Budget Request are derived, particularly the 21.03 acres and the $558, 480 listed under balance.  The amount of $11,672 under Maintenance refers to funds available, not spent.  It was also noted that the account earned $10, 652 in interest, which goes back into this account, and not in the General Fund.  Ms Heilala was helpful in determining some of this information and promises to research these matters further when time allows.

-         Brown Street Extension

Questions remain unanswered about some of the details regarding this property, in particular the phrase “abandoning the town’s interest fee” and the implications therein. Mr. Gavin was helpful in our exploration of this matter.  It was resolved to contact Lisa Westervelt, who is involved in this transaction, to elucidate further.

-         VSB

We discussed applying to the Visitor’s Service Board for funds for the development of properties that are not acquired via Land Bank funds.

-         Mapping Initiative

We discussed, with Brian Carlson and David Gardner, the preparation of a master plan of Provincetown properties, in terms of priority of acquisition for submission to the Cape Cod Commission’s Land Use Vision Mapping Initiative.  Since this is a project that the committee had already decided was our own priority, this development proved highly serendipitous.  We will meet weekly on this project to achieve this before the March deadline.

Our next meeting is Friday, January 25, 2008 at 3:00 PM.
