OPEN SPACE COMMITTEE MEETING

April 22,2004
Members present: Celine, Robin, Steve

Meeting called to order at 10:07AM

New Business
    Proposal brought forward by Frank Vasello for art exhibit at
   Shankpainter Pond. Exhibit involves approx 10 artists, is site specific
   and temporary. Grants have been applied for.  Motion to support
   project by Celine, seconded by Robin. Unanimous vote.
        Next step to take to ConCom for their  recommendation. Celine
   to request place on agenda at next joint meeting of OSC, PCT and         ConCom 
Minutes approved for March 25,2004 by motion of Celine, second by
    Steve. Vote unanimous.

New Business
     Draft statement:
       a. education of residents on property management: encourage
              native plantings, increased green space, decreased lawn use
           possible mailer to residents, landscapers and developers.
       b. education of developers to increase density of building and
              increase green space.
       c. increase public awareness of traditional and historic walkways,
             beach access  and work to increase the protection of same.
        d. maintain, increase and restore greenways, migratory                           pathways  in town in order to protect the gift of our heritage 
              of open space.
        e. increase town's protection of fragile areas with town
               boundaries. (to be listed after consultation with advisors
               such as Roger Diaz, Dennis Minsky, ConCom, Peter Souza,
               PCT, Historic Commission and input from public forums)
         f. establish trail system for public foot access to conservation
               lands.
          g. enact management plans to protect conservation properties
          h. establish railroad-right-of-way as historic way and rename
                  according to historic value.

  Beach Access
       1. ? violation of Chap 91 public access to beach across from Ciro                and Sal's Restaurant. To request that Gary investigate                        owner's establishment of "private way"
        2. Beach Pt/Hobson to Garfield Lane
 .               historic path blocked by raised Title 5 system recently                        placed. ?appropriateness of use of "proscriptive easement"
                on traditional pathway to beach. Also ask Gary's advice.
