Provincetown Open Space Committee

Minutes - Tuesday February 19, 2002

Meeting called to order at 6:35 pm

Members present: Celine Gandolfo, Robin Evans, Miriam Collinson, Fred Berger

I Community Preservation Act

The committee discussed our reaction to the Selectpeople’s Town Meeting article to replace the Land Bank with the Community Preservation Act.

We discussed alternative articles that the committee could sponsor such as an article to rescind last year’s decision to take 35% of Land Bank funds for affordable housing. Robin felt strongly that if we proposed such an article we needed to propose an alternative means to raise money for affordable housing.

The committee questioned whether we were allowed to sponsor Town Meeting articles.

It was decided that if the committee could do so, we would sponsor the two articles below, and if not they would be sponsored by individual town residents.

We voted 4-0 to sponsor an article to rescind last years Town Meeting decision to petition the state legislature to allow 35% of Land Bank funds for affordable housing. We voted 3-1 (Fred Berger opposed) to sponsor a second article to initiate a 1% tax on real estate transactions to be used for affordable housing.

The meeting was adjourned at 7:50 pm.

                                    Respectfully submitted,

                                                            Fred Berger, Acting Secretary
