TOWN OF PROVINCETOWN, OPEN SPACE COMMITTEE

Minutes for February 6, 2002

 

The Meeting of February 6, 2002 was called to order in the Auditorium of Provincetown Town Hall, at 2:05 P. M. by Celine Gandolpho, Co-Chair.  Also present were Robin Evans, Hatty Walker Fitts, Fred Berger and Miriam Collinson. Also in attendance was Stephen Milkewitz and Peter Cook.

 

Alternate appointed to Committee:

 

The committee interviewed Stephen Milkewitz for the position of Alternate on the Open Space Committee, and agreed that he would be a good addition.  A motion was made by Hatty Walker Fitts, seconded by Robin Evans, to appoint Stephen Milkewitz as an Alternate.  All voted aye.

 

Presentation by Peter Cook:

 

Peter Cook came to the Committee to present an idea he has to restore the anchor at Lopes Square and establish a memorial to “Unfinished Voyages” (those lost at sea).  He is going to various committees in town to see where he could get help with this project.  Although this project is out of the scope of the Open Space Committee, members of the Committee gave Peter some feedback and ideas of who might be contacted to help with this project.

 

Minutes:

 

A motion was made by Celine Gandolpho, seconded by Miriam Collinson, to    approve the minutes of December 14, 2001.  All voted aye.

A motion was made by Robin Evans, seconded by Celine Gandolpho, to approve the minutes of January 16, 2002.  All voted aye.

 

Management of Properties purchased w/ Land Bank Funds:

 

There was a discussion as to how to proceed ahead with the management plans for the Shank Painter property and the Loch property.  There is some confusion as to the monies that will be available for same.  It is either the 3% of the Land Bank Fund as originally set up, or 10% for management of all town owned properties per a Home Rule Petition. In order to clarify this issue, Celine agreed to find out if the Home Rule Petition had been passed.

 

There was a discussion about who would clear the brush from the paths at the Loch property.  There is a possibility that this Committee could work with the Beautification Committee on a grant basis.

 

The entrance to Shank Painter Pond still needs to be finished, and as soon as possible.  Because the Town has not been able to get mulch laid down at the site, the winds are eroding away the sands, exposing tree roots to even more damage.

 

There was a general discussion as to the signs that will be needed, what they need to say, and where they should be placed.  It was agreed that they should also include comments as to why it was important to save the properties. Also discussed was the need for fencing to keep out vehicles in certain areas.

 

The Committee agreed that it would sponsor a Foss Woods Clean Up day at the end of March.

 

Various members of the Committee have agreed to walk the properties before the next meeting in order to establish just what is needed in each area.

 

Future Purchases:

 

In order to be prepared for additional monies that could be available for purchases, the Committee continues to research properties that would be appropriate for Land Bank Funds.

 

Next Meeting:

 

The next meeting was scheduled for Wednesday, February 13, 2002, at 2:00 PM.

            The agenda will include (a) approval of minutes; (b) discussion of the Shank Painter Management Plan; ( c) signs; (d) a table at the Year Rounders day; and (e) other business.
