Meeting Minutes          Friday, June 1, 2001

Meeting called to order at 9:37 am.

 

Old business: General discussion regarding on-going projects including Clem-Deb, Ron Reil, and White Pines, and the need for updates from each developer. Scott Campbell to draft letter to Ken Weiss requesting update and appearance at future PLHP meeting.

 

Further discussion with Judith Oset regarding Deed Riders and the streamlining/organizing of the affordable housing development process.

 

Brainstorming session including Stephan Nofeld and Judith Barnett.

 

General discussion and identification of future goals and objectives including:

 

            Increase in land bank funds to 35%

Including in PLHP’s criteria time limits between permit issuance and ground breaking, and required updates from developers (6 months). Require certain percentage of affordable vs. market units to be built concurrently.

Enforcement – making sure affordable units actually get built, tenant/owner selection process…

CHOC – Cape wide affordable housing monitoring, county grant

Defining role of Provincetown Housing Specialist

Simplify process for small projects, current requirements are intimidating to individuals who are not developers.

Need for continued guidance for people going through the process – monthly workshops…supplying applicants with all necessary information prior to their committing to the process.

Require a bond from developers insuring creation of affordable units. Prohibitively expensive for small developers…

Stephan Nofeld suggested training sessions for new members of PLHP to re-familiarize with our own process.

Proposal from Keith Bergman that the Housing Authority might facilitate the tenant selection / income verification  process for developers, for free, thus making the process more user friendly.
