December 7, 2000 Meeting Minutes

PLHP members present: Scott Campbell, Michael Bunn, Arturo Alon, Cindy Bowes
Meeting brought to order at 9:04am.
Membership status: Discussion regarding Kenny Barge becoming alternate. It was decided to consult with Stephan Nofield regarding possibility of Board of Selectmen making an appointment vs. our appointing Kenny Barge. Also necessary to obtain letter of resignation and any active paperwork from Barbara Sullivan.
Discussion of future meeting times and locations. Michael Bunn reviewed proposed Budget item #173 creating a paid secretary/clerk for the PLHP. A unanimous motion was made in support of this article. Cindy Bowes was elected as temporary clerk.
Local Comprehensive Plan – further discussion from joint meeting with the LCP-IC.
Pursuing of tax-title properties for affordable housing. Michael Bunn related Keith Bergman’s lack of support for the use of these monies/properties for affordable housing because the town was anticipating these funds for other uses. After a discussion, the topic was tabled.
Land Bank funds: Discussed possibility of increasing from 10% the amount of these funds to be used for affordable housing, and how to be best used. Discussion continued regarding asking for said increase at town meeting, the amount of the increase, and the possible difficulty of requesting more money at a town meeting already overshadowed by large expenditures such as the manor, library, and Heritage museum. Future use of the manor for affordable housing was also discussed. Keith Bergman requested a report from the PLHP regarding the use of the Land Bank funds. It was unanimously voted that the PLHP would recommend using the money to help fund the hiring of a Town Affordable Housing Planner as well as the acquisition of affordable housing.
Michael Bunn announced his eventual departure from the PLHP due to a job change and possible conflict of interest. He expressed his interest in remaining involved with the PLHP as a technical advisor, but not a voting member.
