Joint meeting of the Provincetown Local Housing Partnership and the Provincetown Local Comprehensive Plan – Implementation Committee. November 28, 2000 – Minutes

PLHP members present: Scott Campbell, Michael Bunn, Arturo Alon, Tim Hazel, Cindy Bowes

 

PLCP-IC members present: Ted Malone, Rex Petersen, Sally Brophy, Mindy Baranski

 

Meeting brought to order at 4:30pm.

 

The purpose of this meeting was to discuss the specific items in the LCP that would require action from the PLHP, and what actions have been taken to date. Topics discussed included:

 

Deed restrictions to ensure affordable units stay that way.

Creation of Housing Trust Fund and possible funding sources including:

            10% of Land Bank funds – possible increase in percentage

            Community Preservation Act – fees from Registry of Deeds

            Possible 1% budget override – one year only

            Increase in sales or restaurant tax- ongoing source of funds

            Recycle affordable housing loan funds back into affordable housing

            Programs rather than the general fund

            Tax-title properties – use of collected monies/properties for

            Affordable housing

Limits on condo conversion – regulations, additional tax - use for affordables

One year building moratorium except for affordable housing

Creation of new position – Affordable Housing Coordinator – Discussion ensued regarding the actual role of this coordinator, if the position is successfully created, and the responsibilities of that person vs. the PLHP under the LCP. Further discussion involved the Housing Trust Fund and who would have the actual authority to spend this money. Would expenditures need to be brought before town Meeting?

 

The PLHP decided to further investigate the Tax – title source of funds.

 

A second joint meeting was scheduled for Tuesday, December 12, 2000 at 4:30pm.
