Meeting called to order at 8:05am. 

 

PLHP members present:  Barbara Sullivan, Michael Bunn, Scott Campbell

 

Others present: Ron Reil, Ted Malone

 

The minutes of the previous meeting were accepted by the partnership.

 

Ron Reil returned to continue discussion of his request for an affordable housing permit for his West Vine Street project. After some discussion, it was agreed that the PLHP would grant one permit for an affordable unit with this stipulation: the affordable unit and the remaining market unit would be completed concurrently. It was also agreed that this stipulation would be included in the award letter.

 

Ted Malone then proposed some new language for the necessary deed riders for affordable units coming on-line. He suggested certain changes to the current deed rider form provided by the Local Housing Initiative (L.I.P.).  He first suggested that all deed riders be recorded similar to a mortgage. He then pointed out that the current LIP form allowed resale prices based on the discount rate at which the unit was originally sold. This could allow future resale prices to rise above affordable levels. Ted suggested that the resale prices be tied to the annual HUD income figures using a ratio between income and current median prices.

 

Also discussed was the length of these deed riders (40 years) and the fact that the 40 year time period could be restarted each time the unit changed hands.  Ted also pointed out that the current form did not make any allowance for heirs and future inheritance. PLHP was in favor of the proposed changes and Michael Bunn was to present them in a following meeting with Judith Oset and others to be presented to Town Counsel for review.

 

 

 

Ted Malone then presented a review of the A&P project discussing his plans for 3 identical buildings to be built on Conwell Street which are to be both commercial and residential. The first 2 floors are to be studio workspace and the third floor was to be a combination live/work space. Ted was proposing the sale of the live/work spaces at slightly higher than affordable prices because of the commercial component.  After a discussion on the limited size of the proposed live/work spaces, the PLHP recommended making the 3rd floor units larger one bedroom units without the work space.

 

At Town Manager Keith Bergman’s request, the PLHP identified a list of goals for the coming year:

 

-        increase to full membership

-        reexamine PHLP criteria and amend as needed

-        establish systems to guarantee continued affordability

-        pursue tax title properties

-        establish a liaison/advisor with Town Hall

-        continue working on uses for land bank money

-        continued education of the public regarding the affordable housing process

            and the creation of local workshops on the subject
