Guests: Edward Malone and Jose Passos
1) Jose Passos appeared before the LPHP concerning an existing residence at 17 Nelson Avenue. The existing building has two "legal" apartments with another apartment in the basement. Mr. Passos is working with Engineer Billy Rogers to make this basement apartment an affordable unit with all of the definitions of being afordable. The LPHP advised him to come to our next meeting (3/28) with the proposed plans for our review. We mentioned to him that a precident had already been established concerning this request.
2)Edward Malone came before the LPHP with three issues as follows:
(a) The LPHP has already
awarded six permits to Ted Malone for his 35
Conwell Street development. Ted is now willing to create seven affordable
units by eliminating one of the market rate. Discussion was held. Tim
Hazel
made the motion to amend "the previous award of six affordable housing
permits for 35 Conwell Street issued to Ted Malone of Community Housing
Resource Inc. to a total of seven permits to be issued to Edward Malone
as
the onner of record." Mike Munn seconded. All were in agreement.
(b)Developer's Agreement
to Restrict.Ted has been working with Atty.
Harriet Hobbs to create a deed restriction document to be placed on
properties to be developed including affordable units as a part of
the
development. Michael Bunn put forth a motion to use this Developer's
Agreement to Restrict on Ted Malone's development at 35 Conwell Street.
Everyone agreed that the language will possibly be revised and that
Town
Counsel is reviewing. Tim Hazel seconded the motion with the
qualifications. All agreed.
(c) Ted presented a copy
of the press release to be issued on 3/15/00 aor
"APPLICATIONS BEING ACCEPTED FOR AFFORDABLE HOME OWNERSHIP AT 35 CONWELL
STREET, PROVINCETOWN."
3) Discussion was help on the Growth Management By-Law and language surrounding the definitions and stipulations on affordable housing permits. Concerns about this article as it will appear on the Town Warrant werediscussed.
