MINUTES  - FEBRUARY 1, 2000 MEETING
PROVINCETOWN LOCAL HOUSING PARTNERSHIP

Meeting was called to order at 4:15 p.m.

Attendance: Barbara Sullivan, Scott Campbell, Michael Bunn, Tim Hazel

Guest: Laura Shufelt

(1). PUBLIC STATEMENTS: Laura Shufelt attended our meeting to discuss the Land Bank/Affordable Housing Bill which has just passed the Massachusetts Legislature and is sitting on the Governor's desk for expected signature.
Laura's opinion for the use of affordable housing monies would be for use as a "gap filler". She explained that - as the possible share of Land Bank monies to be applied to affordable housing could be as little as $23,000 a year - these monies could be used to fill the gap between the development cost of the project and rent monies collected. Further discussion was held on possible uses of these monies. All board members agreed that we would be proposing for our annual town meeting warrant a recommendation  to the Town , Manager that these monies be used for a rental creation program. Monies
will be used for new construction, acquisition and rehabilation.

(2)A motion was made by Michael Bunn and seconded by Tim Hazel that the PLHP would support two articles for the Town Warrant: the first article is to convey 5 Fritz's Way to Habitat for Humanity; the second is to convey 30 Creek Road to the Provincetown Housing Authority. All board members support this initiative.

(3) A discussion was held concerning a proposed Inclusionary Affordable Housing By-Law for Provincetown. Laura Shufelt reported on the success of the town of Barnstable . She mentioned that this Barnstable by-law is currently being appealed before the Supreme Judicial Court. She will keep us informed of developments. She told us about the current Orleans
initiative. More discussion will follow.

(4) Barbara Sullivan was  given a notice on February 1st  that an annual activity report had to be filed with the Town Clerk on the PLHP by January 25th. This deadline has been missed;thus no report.
