Meeting Agenda

 

The meeting was called to order promptly at 5:30 p.m.

 

Affordable Rental Unit Questions:

Steven Page, a local builder, had a question about an affordable rental unit he proposed beginning.  He wondered what the restrictions were, if he would have any say in who rented it, and any other criteria that would enter into his rental.  Pam Parmakian gave him a few insights, i.e., the person renting an affordable unit had to be income, eligible certified, it has to be deed restricted, and also has to be rented as a year-round unit.  The income eligibility can be satisfied by providing a copy of the prospective tenant's tax return.  Also there is no lottery for rentals thus Steve can choose whomever he wants.  Basically Steve merely wanted information for his future project.

 

175 Bradford Street Extension:

Next was a letter from the Zoning Board (ZBA) regarding Keith Bergman's inquiry about the 175 Bradford Street Extension property.  Michele recommended that there be a work session between the ZBA and the LHP; she thinks the LHP should have a list of recommendations for the ZBA at that point.  She thinks it will be up to the Building  Commissioner to make a decision around the 1st or 2nd week in January.  "Get on the agenda for the Zoning Board.  Some things have to be fleshed out."  Michele also said that AJ may want to call Peter Page and ask for input on the Board meeting.  The ZBA has no public statements and no public input is usually allowed during their meetings.  In past practice it hasn’t been the most welcoming situation.  Michele continued by saying they just lost 3 people from their Board and their next meeting is on January 4th.

 

Michelle says she feels the beach grille seems to be circumventing the new by-law.  The question should be addressed by ZBA as to whether a sub-division will circum­vent 4170.   There were many questions about the beach grille.  Doug will speak to Planning tonight when they vote on it; Doug will ask them to stop the clock.  Michelle feels that there are people who are trying to do an end-run around the new by-law.  Doug says it’s a tricky tool.  Michelle says everyone has to be on their toes.

Motion:  Move to have Doug Taylor ask through the Town Manager who would seek legal counsel if a sub-division will circumvent the bylaw 4170.

Housing Specialist Working Group:

Pam said that a work group has been put together requesting a housing specialist.  It was decided that Noah Taylor and AJ Alon will join the group and represent the LHP.

 

Income Verification:

Maxine has income verification for the buyer of 60 Race Point Road.  The question of the buyer's condo fee arose during the discussion.  Most owners in the complex are paying $145/month and yet the new prospective owner, Michael Lucier, will be paying only $38/month.  This amount will be questioned eventually. 

 

Noah left at 6:00 p.m. 

 

AJ Alon said he wants to be done with Ken Weiss.  Everyone agreed.

 

Application by Douglas Taylor for two Community Housing Units at 29 Alden Street:

Doug Taylor requested the record reflect that he is representing himself.  He has a small studio garage at 29 Alden Street.  The footprint is 18 feet (as you can see in the drawings) and he wants to construct a new building on the space of an old and make it garage style.  He wants to create two units of community housing for middle income he said as he explained his plans. There was a drawing of a full basement with a large window.  He worked up the pro forma and anticipates the cost of $250/sq ft ,  projecting a total cost of  $369k which he will self fund.

 

Doug asked, "Any questions?"  AJ commented that this will be a category 1C and will be the first one.  You’ll read about it in the papers.  It’s Moe vanDerek"s old studio for his guitars and it’s a fairly derelict building as it is.  AJ asked, "What are you going to do with the tree?"  Doug hopes it won’t have to come down.  The gallonage has already been approved by the BoH; there are 2 bedrooms worth of gallonage left on that property.

Motion:  Accept the application for special permit for category 1C with the proper paper work being filed (condo docs, etc.)

Motion:  Tim Hazel        Seconded:  Melissa Jones      Vote:  3-0-0.

 

It was decided that Doug should come back every 3 months.  (He still has a bunch of hoops to jump through.)  Actually, come back 3 months after the permit is issued.

 

Schedule for 2007 meetings:

A schedule will be set up for 2007 but for right now the 2nd Friday in January was decided upon.  Next meeting - Friday, January 12th at 9:00 a.m.

 

Any other business that shall properly come before the board

AJ will find out what he can do with scheduling a joint LHP/ZBA meeting.
