Discussion of proposed by-law:

 

Michele said the group needs to clarify the misconception of condo conversion and that the real purpose behind the conversion is to have an affordable component.

 

Doug said we need to create an environment for "change of use" to lead to a by-law for it.

 

The discussion went on with conjecture about a 33% component.  Maybe it should read 3 or more units?  If you have an existing 4 units then you are not qualified as commercial property. 

 

They don't want to panic the average person.  The developers are going to be upset.  Scott asked, "If it has 5 units or more it is considered income producing property?"

 

Maxine questioned the language of the proposal.   Pam thinks it should be "the creation of 5 units or more." 

 

Michele thinks the group should meet on the Thursday before the warrant closes so that the article that will be put into the warrant can be tweaked.  Also, Michelle suggested talking to Keith Bergman.

 

Doug will put it together as best he can but not today….   He’ll try to get something banged out today and send e-mail to everyone by tomorrow morning. 

 

The Planning Board wants to incorporate the middle and low incomes into the agenda. 

 

Michelle – cautioned the group about not having a meeting outside of the posted meeting.  O.K. to correspond for informational purposes but no decisions should be reached outside of a formal meeting.

 

AJ wondered if the LHP has to present it at town meeting?  He has no trouble doing it but hates any questions.  Doug promised he would answer any questions that may arise.

 

Michelle recommends a rehearsal for possible questions that might arise on the town meeting floor. 

 

Doug has gotten about 10 inquiries regarding condo conversion and it has become the big talk of the town.  We’re  just looking for a change of use to come before Zoning.  In the future any changes should be referred to as "change of use."  Maybe call it "commercial change-of-use."   Michelle said that something has to be included that says affordable. 

 

Perhaps residential with an affordable component on it.   "Commercial change of use" will be worked on. 

 

By popular consensus it was decided to continue the meeting on Thursday, October 12, 2006 at 9:00 a.m.
