Dixie Federico, the new member, was welcomed by the others in the Partnership.  Staff also made him welcome.

 

Agenda:

 

Ken Weiss to discuss update on 48 Race Point Road

The lottery has closed for the three units already completed and they are currently occupied by the winners of the lottery.  Ken came today to talk about the 4th unit.  It is 90% complete and about ready to be advertised.  He intends to use the same contract as  before.  He has a standing list of about 12 people plus the 3 or 4 left over from the last lottery. 

 

There has been no advertising on the lottery for the 4th unit, as yet, but very soon that will happen. 

 

Ken said he has nailed down the formal deed restriction.  AJ would like to read over  the deed restriction.  (Doug has the deed restriction.)   These deed restrictions are being issued “in perpetuity.”  Ken hopes to have a firm closing on the 4th unit within 60 to 75 days. 

 

Ken also handed out – 48 Race Point Rd – Affordable One Bedroom Unit – Selling Price Calculations.  These calculations gave mortgage amounts, income limitations, etc.  The bottom line contained Total Allowable Homeowner Expenses as well as Income Eligibility. 

 

Tim Hazel asked about the size of the new unit.  Answer:  20’ X 24’ times two for the one bedroom; it also has a full basement with washer and dryer hook-ups.  Ken was thanked for all his informative input.

 

Recommendations brought forward by CHR

The Partnership decided to table this discussion until the next meeting in order to allow Dixie to become familiar with the recommendations.

 

Doug Taylor advised setting up a Public Hearing for the next meeting to nail down the fee structure.  Also, if there are any policy changes, a Public Hearing is a necessary facet of the changes.  Doug wants to make sure there is a full Board for the CHR recommendations.

 

Any other business that shall properly come before the board

The Meadows has had more boxes delivered (as in prefab).  This project is ongoing. 

 

Tim Hazel called a Selectman who had asked about goals.  Tim felt the Partnership needs help with all their projects and wanted to get Laura Shufelt from the Falmouth Housing Authority as a consultant.  Doug said that one of the needs would be to find a way to monitor condo conversions.

 

Dixie Federico asked about a whole new concept of apportioning gallonage from converted restaurant flows.  He asked if the group could tap into and insist on an affordable housing allocation?   Dixie further said that the group has to plan ahead for this and he pushed hard for establishing guidelines.

 

Doug said perhaps the Zoning by-law should be rewritten.  Someone suggested Martha Heavenor from the Cape Cod Commission as a possible consultant who is already rewriting by-laws for the Town.

 

Dixie said that there are 12 empty shops that he knows of this year so it means that we may be seeing a lot of shops changing over and wanting to become condos.  Maybe the BoH can give the flow from motels, restaurants, etc. to affordable housing plans?  Tim, wondering about an Article for the next Town Meeting, questioned the timing involved in putting in an article regarding this particular concern.

 

Minutes for June 3, 2005 meeting

Motion:  Tim Hazel made a motion to accept the June 3rd minutes as written.  AJ Alon seconded the motion and it was approved 2-0-1 abstention (DF).
