The meeting was called to order at 10:00 a.m.

 

AGENDA:

 

Update on 60 Race Point Road:

It was reported that 12 units have been completely constructed and a contract has been signed with the Housing Authority.  An informational meeting was held on January 3rd for prospective tenants.  There are 3 affordable units.  A first time home buyers workshop will be held in March.  Two of the three units are eligible for local preference and the 3rd unit will be open to anyone who qualifies for the income cap based on Town by-law.  The price of the affordable units are not in line with affordable housing guidelines; the unit has to be affordable to the people applying. 

 

A discussion ensued between the Partnership and Ken Weiss regarding the fairness of the price of the house to a 1 person versus 2, 3, or 4 person income.  Ken requested these units be offered to 2, 3, or 4 persons and not available to 1 person.  Ken will not put PMI in.  Ken further said that he wants to have a price for 2, 3, or 4 person households.  He will change the price for 2 person, 3 person, or 4 person households.  Ken promised to e-mail the changes to Tim Hazel.

 

Ken Weiss is looking for a March lottery and a closing date sometime in April 2005.

 

Item 2 for Ken Weiss:

He wanted to discuss a 3 unit condo at 60 Race Point Road which has 2 market and 1 affordable units.  The three condos all have 1 bath, 1 bedroom, unfinished basement with one parking space for each unit.  Ken recommended that the affordable unit be available to a 1 or 2 person household.  Ken is proposing the middle unit be the affordable.  Ken also requested that the Town counsel fix the document brought into question today.

 

It was determined that you cannot vote on a permit until you get a deed restriction.  Doug Taylor and Ken Weiss will work on getting the deed restriction.

 

Ken requested that he be able to start construction now so he can have the units in the housing stock in late spring/early summer.  Without a deed restriction Doug suggested a letter of intent.  A discussion will be held among Ken Weiss, Doug Taylor and Keith Bergman.

 

Town Report:

Arturo Alon and Tim Hazel will do the Annual Town Report.

 

Minutes:

Motion:  Teri Nezbeth made a motion to approve the minutes of the December 10, 2004 meeting.  It was seconded by A.J. and passed unanimously.

 

Tim Hazel volunteered to be on the interview committee for selecting the Assistant Town Manager/Affordable Housing Specialist.

 

Motion:  Teri Nezbeth made a motion to adjourn the meeting at 11:30 a.m.  The motion was seconded by Tim Hazel and approved unanimously.
