Public Meeting

September 19, 2003

The following minutes were typed from hand-written notes made by Teri Nezbeth.  If there are any corrections to them, I will gladly make them – with the Board’s direction – and resubmit.

               

The meeting was opened at 9:13 a.m.

 

Arturo Alon (AJ) spoke to the Community Development Corporation (CDC) regarding Jack Yandrisovitz on 5 Conant Street.  He has, according to the CDC, submitted all paper work on his property.  He can rent his residence but has to rent some affordably for ten (10) years.  His tenants must supply yearly income specifics, i.e., tax returns and W2s as well as check stubs.

 

Mark Latour speaking on ownership said that there is no monitoring system until the unit sells.  There is a different type of monitoring system for rental vs. ownership.  He promised to work with other towns to see how they do monitoring.

 

Ken Weiss:  Hary Kemp Project  - 30 days closing date.

One issue is the extension on the conservation plan.  They have never been issued from the Conservation Commission (ConCom) a set of orders and conditions.  They can’t be released because of the Conservation Agreement.  ConCom will meet on Thursday and Mark Latour will bring it up with them.

 

Ken had to apply in January for new orders and conditions.  The plan was approved by the ConCom but they have not received the Orders and Conditions.  An identical order will be reissued on the exception of the by-law.  It was also reported that the market rate units had been sold.

 

The heating system is yet to be put in kitchens and the floor coverings have yet to be done.  AJ brought up the fact that this looks different.  Mark said he has checked and the specs are the same as what is done.

 

Race Point Road – The water lines are done, septic will be installed in the next 2 weeks.  Roofing is being done.  Should be hitting the market in 6 months.

 

There will be a 7th unit – 3 units and 3 – 1 bedroom making 1 affordable will come before the Board in the future. 

 

Question about rental.  Seems to be Section 8 housing.  Why is Section 8 being priority over affordable?

 

Clem/Deb on Shankpainter Road

 

Still waiting for their Bank, the BoS and the state to sign off on it.  The Bank doesn’t want to take 2nd place on the mortgage.  It’s with Compass Bank and Steve Cronin.  Mark suggested that the town counsel get involved. 

 

Three people are interested in renting.:  Handicapped person, Angela, and Eloise.  The low income guidelines raises the rent.  Clem asked if the LHP has any paperwork regarding income verification, etc.  Mark responded that he has property tax abatement forms and they will be sent out to him.  The LHP needs to see the lease signed by the landlord and the tenant.  Clem said that the letter he got was a little unfair in that they were waiting on the town counsel to respond. 

 

The Partnership discussed the requirements for monitoring affordable housing permits.

 

The next meeting will take place on October 17, 2003 at 9:00 a.m.
