Joint Planning Board and
Local Comprehensive Plan (LCP) Implementation Committee

Planning Board Members Present: Anne Howard, Ellen Battaglini, Richard Olson and Mindy Baransky.

 

LCP Implementation Committee Members Present: Mindy Baransky, Anne Howard, and Ted Malone.

 

Members Absent: Sally Brophy and Ginny Binder were excused absences.

 

Also Attending: Martha Hevenor, Cape Cod Commission, Warren Alexander, Building Commissioner and Judith Oset, Permit Coordinator

 

 

Meeting

 

The meeting was called to order by Anne Howard at 5:08 PM. Judith Oset made announcements regarding Keith Bergman’s article about preserved areas, the Cape Manor mailer, Water Resource District and a Public Form to be held on Tuesday, January 29, 2002.

 

Judith Oset said that at first there would have to be a vote to move the Articles of Zoning By-Laws to the Board of Selectmen. The By-Laws are out of date and there are amendments to Articles of the By-Laws. Once approved by the Board of Selectmen, they go to Public Hearing on February 27th, 2002.

 

A discussion of proposed Zoning By-Laws modifications was made by Judith Oset and Martha Henekor. Some changes, deletions and additions were made by the Joint Planning Board/LCP Implementation Committee. Article numbers were changed to agree with the original ones. Judith Cutler will check to see if changes are acceptable.

 

Growth Management Articles. The numbering of each section will be changed by Judith Oster and Judith Cutler to make it clearer. Then followed a discussion and explanation of each section. Some were deleted for a later date. There was a discussion and changes of section by section.

A strong point was made by Warren Alexander regarding the definition of ‘artists’ studios.’

 

Ann Howard made a motion to approve changes in the Zoning By-Laws modifications for the Joint Planning Board/LCP Implementation Committee. Ted Malone seconded the motion and it was approved unanimously.

 

For the Planning Board, Mindy Baransky made the motion to approve the changes in the Zoning By-Laws. Richard Olson seconded and it was passed unanimously.

 

Judith Oset will email final version of the Zoning By-Laws to the members of the Planning Board and LCP Implementation Committee.

 

The next joint meeting will be in May.

 

A motion to adjourn the Joint Meeting was made by Anne Howard and seconded by Mindy Baransky. It was approved unanimously and the meeting adjourned at 7:45 PM.
