Thursday, June 1, 2006

Meeting Room A

Chair Gail Browne convened the meeting at 4:01 PM noting the following members present: Gail Browne, Anita Berman, Mary Ann Cabral, Olympia Ciliberto and Bill Schneider. Alternate member Eleanor Irving arrived at 4:25 PM.

Also present: Keith A. Bergman, Town Manager, Mary Ann Bragg and Margaret Carroll Bergman

MOTION: Move to approve the minutes from May 24, 2006.

Motion by: Bill Schneider; Seconded by: Gail Browne; Yea: 4 Nay: 0 Abstain: 1 (MC)

Chair Browne read into the record correspondence received from Heidi John Schmidt regarding the awarding of scholarships to Provincetown students who attend schools outside of Provincetown.

Mr. Schneider read a statement reflecting his concerns about the proposed amendment to change the regulations for scholarships. A discussion amongst the Board ensued.

Mr. Bergman discussed the policy decision regarding the regulations that govern the JAFFSC.

Discussion amongst the Board regarding graduation and awarding the 2006 JAFFSC scholarships.

MOTION: To award the 15 scholarships for 2006 as approved by the Scholarship Committee on May 4, 2006.

Motion by: Bill Schneider; Seconded by: Anita Berman;

Following a discussion amongst the Board, Mr. Schneider withdrew the motion.

MOTION: To nullify the scholarship awards approved by the Scholarship Committee on May 4, 2006.

Discussion amongst the Board and Mr. Bergman ensued.

MOTION: To rescind nullifying the scholarship awards approved by the Scholarship Committee on May 4, 2006.

MOTION: To award the 15 scholarships for 2006 as approved by the Scholarship Committee on May 4, 2006.

Ms. Cabral addressed the language regarding the taxpayer scholarship.

MOTION: To award the 15 scholarships for 2006 at tomorrow’s Provincetown High School graduation.

Motion by: Anita Berman; Seconded by: Gail Browne; Yea: 5 Nay: 0 Abstain: 0

Discussion regarding scheduling a further meeting to discuss the proposed amendment ensued. A meeting was scheduled for Thursday, June 8, 2006 at 4:00 PM.

The meeting was adjourned at 5:45 PM.
