Work Session at 9:00 a.m.
Roger Keene told the
members of the Commission that he would be attending a conference on the next
meeting’s date and thus be unable to attend the meeting on October 17th. John Dowd or Gino Verzone will run the
meeting in Roger’s absence.
Roger also wanted the
minutes to reflect that the agenda finally had the correct information relating
to 190 Commercial Street.

Public Statements – There were none.
A request was made to take the following case out of order because the applicant had to be in Boston on this day. It was granted.
Case # 2001-054 David Maxfield, 27 Franklin Street [Map/Parcel 06-4-099; MHC # 1321; Historic Name: house; Date: c 1850-80; Style: astylistic Victorian; Contributing] Create egress onto existing deck; install new window.
The plan was presented
by David Maxfield and was rather straightforward.
Motion: John Dowd made a motion “not to refer” and it was seconded by Ardis Markarian. It was approved unanimously as presented.
Old Business
Case # 2001-039 John Yingling, 190 Commercial Street [Map/Parcel 07-2-168; MHC # 300; Historic Name: center entry cottage; Date: circa 1830-1850,1970's; Style: timber frame, alterations; Contributing] replace front door.
This case was a “no show.”
Case # 2001-049 Robert Sanborn, 5A Atlantic Avenue [Map/Parcel 07-2-090; MHC # 1180; Historic Name: half cottage; Date: c 1840-60, c1930-1960; Style: astylistic Victorian; contemporary; Contributing] extend dormer; replace windows with French doors; replace kitchen door with single window; replace and lengthen decks; re-shingle and replace corner boards, rake and eaves with pine boards to match existing.
This case, too, was a “no show.” Someone in the audience said the owner didn’t know he had to apply in person to the Historical Commission. Roger will follow up with a phone call.
New Cases
Case # 2001-052 Hal
Winard representing Peter Agarwal, 333 Commercial Street [Map/Parcel 11-3-002;
MHC # 1009; Historic Name: commercial building; Date: c 1870-90, Style:
astylistic Victorian; Contributing] Construct
and install 2 display windows.
Hal Winard presented the case. The shop at 333 Commercial Street is called Wild Rice.
Motion: John Dowd made a motion “not to refer” with the following condition:
1. Windows to be cased to match original.
It was seconded by Gino Verzone and unanimously approved.
Case # 2001-053 Robert Valois representing Larry Yahn, 9 Standish Avenue [Map/Parcel 12-1-074; MHC # none; Historic Name: tool shed; Date: pre-1930; Style: astylistic; Contributing] Re-side and re-roof shed – new windows and door.
Robert had presented
preliminary plans at a prior meeting.
Motion: Steve Milkewicz made a motion to approve with the following condition:
1. The roof of the cottage is to be of red cedar (not asphalt as stated in plan)
Ardis Markarian seconded the motion and it was approved unanimously.
Case # 2001-055 Joyce Kennedy representing Michael Cogley, 70 Commercial Street [Map/Parcel 06-2-060; MHC # 187; Historic Name: sidehall cottage with side ell; Date: c 1860-80; Style: astylistic Victorian; Contributing] Install 7 skylights and one double-hung window (on front peak of house).
Joyce Kennedy, a contractor, presented the plan. Roger Keene said 70 Commercial Street is a building that has had few alterations and remains almost intact. Roger further said that the Commission is very unhappy about the skylights that were installed without benefit of a permit. Joyce, when asked, said the contractor who installed the skylight had a name that started with an “A” and he had a red truck! Her only reason for attending the meeting was to get permission to install a window in the attic. After a bit more discussion the following motion was made:
Motion: Gino Verzone made a motion to approve the plan with the following conditions:
1. peak window to be true-divide 2 over 2
cased to match originals.
2. Three east facing skylights approved.
3. Four west facing skylight NOT APPROVED (to be removed)
Ardis Markarian
seconded the motion and it was unanimously approved.
It was unanimously
voted to approve the minutes of the September 19th meeting.
Any other business which shall properly come before the Commission.
54 Bradford St – John Doucette
John Doucette presented on his own behalf. The work he plans is basically replacing in kind in an effort to attain uniformity throughout the entire complex.
Motion: John Dowd made a motion to accept as presented. Ardis Markarian seconded the motion and it was unanimously approved.
54 Bradford St.- Brian Cabral
John Lisbon presented the case for Salon 54. Brian, the owner, wants to replace his doors on the Bradford Street side in kind.
Motion: Gino Verzone made a motion to approve as presented. Ardis Markarian seconded the motion and it was approved 4-1 negative vote (RK)
Joe Pallant, 6 School St
John Lisbon also wanted to discuss the recommendations made by Historical at their September 19th meeting. It was recommended a changed roof line would make the building more pleasing. John Lisbon said the changes suggested would kick the renovations into the scale restriction and would necessitate his going to the Zoning Board of Appeals.
John Dowd sketched an adjusted version of the recommendation and John Lisbon said he was sure it (the adjusted version) would fit into the scale guidelines.
12 Bradford Street – Anne Wells, owner, and Kevin Wynne, contractor
Remove asphalt roof on garage and replace with a rubber membrane roof. Remove one window from small dormer on front of house & replace with like window. Remove & replace 200 sq ft of white cedar shingles from back of house.
Motion: Gino Verzone made a motion to approve with the following condition:
1. Dormer window to be 6 over 1 true divide.

seconded the motion and it was approved unanimously.
Keene Announcements:
Roger was listening to a DJ on WOMR on Friday night and, to his surprise, found the DJ was our very own Steve Milkewicz. Hey, how about that!
Also Roger said he thought Fred Pappalardo wrote an article years ago on historical preservation. He’s going to see if he can get a copy and have it read on WOMR at an appropriate time.
The meeting adjourned at 10:20 a.m.
The next meeting will be on October 17, 2001.
