Work Session at 9:00 a.m.:

Assistant Town Manager, Mark Latour, attended the work session in order to request design input for the proposed vacuum station.  It will be sited in the now (roof only) bus waiting room.  Gino Verzone didn’t like the pitch of the roof and the group requested eliminating the cupola since it looked too fake.  Gino suggested that Mark look at pictures of the old fish smoke houses for design similarities.  White cedar siding and a red cedar roof are currently planned for the building.

 

The meeting was called to order at 9:30 a.m. and the Commissioners were introduced to the applicants who were in attendance.

Case # 2001-005 Steven Tait represented by Robert Valois, 184 Bradford Street [Map/Parcel 12-4-125; MHC # none; Historic Name: house; Date: c 1850-80; Style: astylistic Victorian; Contributing] Change one door and one window (4over 1) to French door

Robert Valois presented the plan to the group.  Roger Keene said he liked the original plan but has no problem with revamped plan.    Vinyl windows will be replaced by wood.

Motion:  Gino Verzone made a motion to approve the plan as presented.  Ardis Markarian seconded the motion and it was approved unanimously.

 

Case # 2001-039 John Yingling, 190 Commercial Street [Map/Parcel 07-2-168; MHC # 300; Historic Name: house; Date: circa-1900; Style: Queen Anne; Contributing] replace front door.

(This case, once again, was a no show.)

 

 

New Cases

 

Preliminary meeting with Robert Valois for:
9 Standish Avenue - design review of tool shed

 

Robert Valois asked a few pertinent questions regarding materials as well as enlarging the doors in order to gain easier access to the inside of the building.  Also, the permit for the building, when requested, will ask for raising it.  Mr. Valois will return with more concrete plans at a future date.

 

Going back to 409 Commercial Street – Robert would like to bring the Historical Commission down to the building.  Robert says he is going to do a construction protocol that will propose keeping parts of the building BUT if during construction, they find the timbers are rotten, then they’ll have to be replaced.    Mr. Valois proposed having a site review for the benefit of the Commissioners immediately following the September 5th meeting.  Roger will call members to see if this visit to the property would be feasible. 

 

345A Commercial Street - design review for renovation to Unit A, B, C, D

This property is next door to the parking lot of Lands End – behind Freak Street shop. The entire building is rotting into the ground and Robert Valois is proposing cutting off the walls and raising the building up about 2 feet.  Design by Robert Valois will follow at a later date.

 

Case # 2001-042 Kathryn Rafter represented by Hal Winard, 138 Commercial Street [Map/Parcel 06-4-160; MHC # none; Historic Name: ¾ cottage; Date: c 1820-40; Style: Federalist Vernacular; Contributing] Replace 4 vinyl windows with 4 wood windows

Mr. Winard proposed replacing 4 windows with wood replacements.  They will be 2 over 2 with  divided lights.  All other windows are 2 over 2.  Gino Verzone said that 2 over 2 are historically accurate. 

Motion:  Ardis Markarian made a motion to accept the plan as presented.  Gino made an amendment to the motion allowing the owner to have the option of having 6 over 6 windows.  The motion as amended was seconded by Gino Verzone and approved unanimously.

 

Case # 2001-043 21 Court Street Realty Trust represented by Neal Kimball, 21 Court Street [Map/Parcel 07-2-160; MHC # 1217; Historic Name: cottage; Date: c 1840-60; Style: Greek Revival; Contributing] Add Dormer and exterior stairs for second egress; replace windows and exterior doors; re-shingle and re-roof.

Currently the building has a hodgepodge of windows.  It’s a 2 family so a 2nd means of egress is needed (explaining away the outside stairway).  There will be Anderson’s vinyl clad wood windows, cedar shakes, and an existing slider will be replaced with French doors. A complete rehab of a cottage on the same lot is planned at the same time.  The cottage was built in the 50s and will match the main building.

Motion:  Gino Verzone made a motion to accept the plan as presented.  Ardis Markarian seconded the motion and it passed unanimously.

 

Case # 2001-044 Joyce Guide represented by E. Rousseau, 8 Conant Street, Unit 1 [Map/Parcel 06-4-173; MHC # none; Historic Name: sidehall house; Date: c 1850-70; Style: Greek Revival (altered); Contributing] Replace 2 double-hung windows and one awning window with Anderson windows

Ellen Rousseau, the contractor, presented the plans.  She intends to replace 2 double-hung windows and the other window will be an awning window and smaller than the existing awning window it replaces.   The Commissioners all agreed that they would like to see a bar (or muntin) put down the middle of the awning window to break up the glass expanse.  Just one vertical bar would do it.  

Motion:  Gino Verzone made a motion to approve the plan with one condition:

1.      the awning window is to have an exterior applied muntin.

Roger Keene seconded it and it was unanimously approved.

 

Approval of Minutes

Gino Verzone made a motion to approve the minutes of the August 1st meeting as amended.  Roger Keene seconded the motion and it was approved unanimously.

(The amendments change none of the decisions made on August 1st.)

 

Any other business which shall properly come before the Commission

 

Motion:  A motion was made to adjourn the meeting at 10:10!  - One for the record books!!!

 

Suddenly Tony Hale of 342 Commercial Street appeared breathlessly to present a proposal for windows which he had just received the night before.  The minutes were researched and it was found that a motion had been made at the April 4, 2001 meeting with three conditions.  All the requisites mandated in the conditions have been met so Mr. Hale was instructed to just go down to the DRM office and apply for his permit.  He was also told that the April 4th minutes of the Historical Commission would provide the necessary background if he had any difficulty.

 

Once more the group adjourned!

 

Next meeting is scheduled for Wednesday, September 5th.
