Provincetown Historical Commission

Members Present:     John Dowd, Roger Keene, Ardis Markarian, Steve Milkewicz,

and Gino Verzone

 

Member Absent:        Austin Knight

 

Work Session:

A mini discussion was held regarding getting a grant for an intern to compile an inventory of town buildings to be used by the Historical Commission as a tool.  Evidently a “1st round grant” had been received a few years ago and no-one had ever followed up on it.  This fact may make it more difficult to receive another grant in the near future.  It was also said that the Board of Selectmen (BoS) has to co-sign any grant applications.

 

The manager from Spiritus requested being heard early on the agenda since he had the responsibility of opening the shop around 10 a.m.  It was deemed a reasonable request.

 

The meeting was called to order at 9:30 a.m.

 

190 Commercial Street (Spiritus) – Russell Meads, Manager

Mr. Meads was brought in because the restaurant had replaced its front doors with inappropriate ones without getting a permit to do so.  Russell Meads pled innocent since Spiritus had applied for a building permit to replace a mini window on the side of the building and “they” thought it might be a good time to replace the doors as well because the doors seemed to be dangerous.  He also cited that the doors were similar to the Adams Pharmacy doors which were in the center of town.  After a bit more discussion it was decided that Mr. Meads would look into the feasibility of putting the front doors on the back of the building.

Motion:  Roger Keene made a motion requesting the establishment to explore alternate possibilities i.e., wooden doors, etc. and to come back before the Historical Commission with plans at the August 22nd meeting.  Ardis Markarian seconded the motion and it passed unanimously.

 

Esther’s – 186 Commercial Street

Connacht Cash, the project manager, and Bill Ingraham, the clerk of the works, presented the case for Esther’s.  They were brought in because of the deviation in plans that had been approved on December 6, 2000.  Ms. Cash said it was impossible to do because of the age and condition of the building.  After much back and forth conversation the following was decided upon:

Motion:  Ardis Markarian made a motion to replace the cornice board on the turrets with straight-cut shingles.  Gino Verzone seconded the motion and it was unanimously approved.

 

164A Bradford Street – Paul Benatti, executor

A simple window replacement request turned into a lengthy scenario by Paul Benatti, the executor for the Delphine Cabral estate.  He first gave the history of each of the three buildings on the property and who had lived in them, etc.

Motion:  Ardis Markarian made a motion to accept the proposal as submitted for 14 replacement windows (2 over 1) either true divide (preferably) or permanent factory applied exterior muntins.  Steve Milkewicz seconded the motion and it passes unanimously.

 

16 Carver Street (corner of Carver and Cudworth)

Richard D. Carrigan, the carpenter who will be doing the work, presented the plan to the Commissioners.  The plan is to replace a deck which has rotted and also to replace stairs which had rotted off. 

Motion:  Ardis made a motion to accept the proposal as presented with the following conditions:

1.      Rail to have captured balusters 4˝” on center

2.      Rail on stairs to match

John Dowd seconded the motion and it was approved unanimously.

 

1 Holway Avenue – Richard Patulak

Steve Milkewicz recused himself from the case since he is a personal friend of Richard’s.  Richard Patulak wants to replace 3 awning windows with 3 double-hung to match front facade and to eventually reshingle the entire side.

Motion:  John Dowd made a motion to accept the proposal as presented.  Ardis Markarian seconded the motion and it passed unanimously.

 

19 Winthrop Street – Michael Czyoski presenting

The owner, Doug Beaudoin, wants to remove two windows in the rear of the building and install wooden French doors in their stead.  The doors will be Anderson and vinyl clad with no divides.

Motion:  Gino Verzone made a motion to approve the plan as presented.  Ardis Markarian seconded the motion and it was unanimously approved.

 

406 Commercial Street – Pat Schultz Real Estate office.

Joe Wheeler, the carpenter, presented the plan for the owner.  He accepted suggestions from the Commissioners mainly regarding the framing of the proposed door. 

Motion:  Ardis Markarian made a motion to accept the proposal as submitted.  John Dowd seconded the motion and it was approved unanimously.

 

351A Commercial Street – Nelson Hitchcock/Corey Kustes, owners

Tom Thompson presented the plan on behalf of the owners.  (The location of 351A is directly behind the old Firehouse Leather shop.)  John Dowd, in the course of the discussion, suggested that Mr. Thompson go to see George Bryant in order to get an authentic antique door. 

Motion:  Gino Verzone made a motion to approve the plan as presented with the following conditions:

1.      eliminate transom over the door

2.      door to be either original Provincetown square window door or reproduction

Ardis Markarian seconded the motion and it passed unanimously.

 

10 Johnson Street 

The owner came before the Historical Commission because he wanted to make a slight change in the roof shingles and his builder, John Hopkins, told him he would not make a single change without approval of the Commission.  After the presentation, approval for the change was granted without further ado.

 

Commissioners’ Discussion:

Roger Keene told the group that Lauren Richmond had called regarding changing casements.  It was decided that it was not a big enough issue to rehear the case.  She decided to take the Commissioners’ suggestion to replace casement windows with double-hung.

 

4 Montello Street - ? – Commissioners will pursue problems.

 

Papetsas house on Commercial Street directly across from Captain Jacks.  The new owners are putting in skylights and making other repairs without benefit of any permits.  This too is a follow-up (f/u) item

 

No permit has been issued for Elephant Walk at 156 Bradford Street – they installed a door on the west side.  This also is a f/u item.

 

Motion:  Minutes for the June 27th minutes were approved as amended.  The motion was seconded and approved unanimously.  (The amendments were miniscule but the submission to the Town Clerk’s office will contain them.)

 

The meeting adjourned at 11:20 a.m.

 

Next meeting is scheduled for Wednesday, August 1st.
