Provincetown Historical Commission

Members Present:     John Dowd, Roger Keene, Austin Knight, Ardis Markarian, Steve

Members Absent:      none

 

Work Session:

Roger Keene informed the Commissioners that the future Board of Selectmen (BoS) meetings will begin at 6:00 p.m., not 7:00 p.m. as they had been.  Roger also questioned the missing minutes for the January 17th, 2001 meeting.  Ardis wondered if perhaps this was the hand-written copy she had left with the downstairs group?

4 Montello Street which has become a total demolition was discussed.  Also 409 Commercial Street will be coming up for further review.  The Country Store came under discussion; it presents a myriad of quandries

The BoS has formulated their goals for the coming year.  The goal that refers to the Historical Commission is the one regarding the old cemetery on Winthrop Street.

 

The meeting was called to order at 9:30a.m.

 

Old Business

Library Director, Debra DeJonker-Berry, requested a letter of support.

Marcia Fair, Debra, Arthur Pike, and Robin Reid were in the group. 

Debra presented by giving out a packet and asking for a letter of  support for a grant application.

Debra had penned a letter for the Historical Commission to sign immediately because the deadline for submission was the upcoming Friday, June 8th.

Motion:  Gino Verzone made a motion to sign the letter at once.  It was seconded and agreed to unanimously.

 

409 Commercial Street, Robert Valois presenting.

After a discussion of one and a half hours, it was decided that Robert Valois would return to the next meeting of the Historical Commission with new plans as discussed at today’s meeting.  Also the group wants to see the plans complete with the proposed “studio.”  One of the problems the Commission had in dealing with the dwelling was the fact (they thought) that it was a commercial building.  Robert informed them that it had been declared a residential dwelling at the Zoning Board of Appeals meeting on September 7, 2000.  After the meeting Robert presented a copy of the ZBA minutes of that date (Application 2000-54) to the secretary of the Historical Commission.  The copy will be contained in the 3-ring binder held by the secretary.

Motion:  Gino Verzone made a motion stating that if Robert Valois make the changes suggested at today’s meeting then he would vote to not refer the project to the Cape Cod Commission.  Ardis Markarian seconded the motion and it passed unanimously.

New Cases

Case # 2001-030 Michael Czyoski representing

Harbor House Condo Trust, 531 Commercial Street

Michael Czyoski presented the project.  He was going to rebuild the existing deck w/same dimensions.  GV had concerns regarding the spacing between balustrades. 

Motion:  John Dowd made a motion to not refer the project to the CCC.  Ardis Markarian seconded the motion and it was unanimously approved.

Case # 2001-031 Howard Burchman, 12 Center Street

John Ward presented his request for the installation of two gas fireplace units with metalbestos chimneys

Motion:  Ardis Markarian made a motion to accept the plan as proposed.  Gino Verzone seconded the motion and it was unanimously approved.

 

342 Commercial Street, Tony Hale

He was not on the agenda but asked to be heard.  Tony wanted permission to put on unacceptable windows which could not be seen from the streetscape.  He was advised that it would be far more expensive to do the job piece-meal, rather than waiting for the whole job to be done right

 

139 Commercial St – GV talked to Sarah at CCC about this.  Sarah said they would prefer a whole property review.

Motion:  Gino Verzone made a motion to refer the 139 Commercial Street property to the Cape Cod Commission based on the fact that the scope of the project has changed.  Ardis Markarian seconded the motion and it was approved by unanimous vote.

 

Areas of Concern:

1.     143 Commercial Street - The CCC has received an emergency demolition request re: 143 Commercial St  Amendment to guidelines refers to the safety issue but the CCC can review architectural design.

2.     4 Montello St – It is thought that William Rogers, II bought it and is proceeding with the renovations.

3.     The Elephant Walk - 156? Bradford St.  They have torn out an entire wall without coming before the Historical Commission.

4.     442 Commercial Street – will be looked into.

5.     Spiritus – new front door????

6.      Bradford InnTrader’s Inn434 Commercial and 412 CommercialPied Realty – reconstruction of the deck.  All will be looked into.

7.    3 Franklin St – regarding the front fa‡ade.

 

Motion:  Roger Keene made a motion to approve the minutes of the May 23rd meeting with one change.  (re: house on Franklin St – change from inexpensive windows to inappropriate windows)  Gino Verzone seconded the motion and it was approved unanimously.

 

The meeting adjourned at 11:45 a.m.

 

Next meeting is scheduled for Wednesday, June 20th.
