John Dowd called
the Work Session to order at 3:10 PM.

Work Session
The members had a general discussion
regarding fences (stockade and picket) because of a previous case where the
stockade (privacy) fence application was voted down.
It was decided that the minutes of the
previous meeting would be read and voted on at each meeting so they could be
signed and put on the Town website.
Eric Dray stated that the fence guidelines
could be better but they allow for necessary information.
Carol Neal is working on a brochure to
assist homeowners and applicants.
Eric Dray stated that as long as there is
consistent interpretation, the Guidelines are OK if not specific. He also
mentioned that he is getting comments from residents who are against the
Historic District Commission as they feel that they do not want to be told what
they can or cannot do.
The members had a discussion that the
meeting should be run more formally.
There was a discussion regarding design
relating to the Guidelines and centered around dormers. Dormers are allowed but
the Historic District Commission can control style and size according to
Guideline #s 8 and 15.
At the next Work Session the forms for Certificate
of Compliance, Violation Notice and Administrative Review will be discussed and
decided upon.
The next
meeting, a Work Session, will be held on Tuesday, June 29th, 2004 at
5:00 PM. The next Public Hearing will be held on July 7, 2004.
