The Provincetown Historic District Commission will hold a Work Session at 3:30 p.m., a Public Hearing and a Public Meeting on Wednesday, May 05, 2004 at 4:00 p.m. in the Judge Welsh Hearing Room, Town Hall, 260 Commercial Street, Provincetown, MA.  The Historic District Commission will consider the following applications:

Administrative Reviews                3:30 p.m.

 

- Paul DeRuyter, 211-215 Commercial Street – Amendment to CoC 2004-10 previously issued

John Dowd had personal feelings about the design but it had already been approved so his opinions at this time were not valid.  Meg Stewart said she felt the plan had been changed from what was originally approved.

 

The final outcome was that the Commissioners agreed to do a site visit immediately following the meeting and they would call Mr. DeRuyter as soon as they finish the visit.

 

- Paul C. Aanonsen, 6 Nickerson Street for fence installation

 

- Paul Jackson for Carol Ryser, 381 Commercial Street, Unit #5 – Replace windows in kind

 

-David Morgan & Steven Abramson, 378 Commercial Street, fence replacement/installation

Maxine Notaro is handling the previous 3 cases.

 

Steve Page on behalf of Bradford Court Condominiums Trust – remove exterior siding on West side of house and replace with white cedar shingles

No permit obtained for the work already done.  Question – could cedar clapboards be used????  Reveal is what is wanted – not wood grain but smooth.  Clapboard only.  This was agreed to.

 

John Babchak, 8B Commercial Street – repair cedar clapboard siding, replace corner boards, rebuild 2 decks

The rot is extensive and he wants to replace clapboards with shingles; the decks have to come off and they have to be redone to code.  Three sides of the building have cedar shakes and they want to replace the clapboards with white cedar shakes.  It was an agreeable resolution.

 

Public Hearing was called to order at 4:09 p.m.

 

New Cases

 

Case #2004-033 (Postponed from April 21, 2004)

Application by Toni Schiff on behalf of Provident Investments, L.L.C. for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to extend the main house forward towards Commercial Street approximately 13’ with a wrap-around Cape Cod porch.  The façade shall be removed from the original house and replaced on the end of the new addition.  All windows and doors shall be reused from existing façade at the property located at 599 Commercial Street, Provincetown, MA.

 

Meg Stewart will oversee.   David Nicolau, the broker, and Scott Grady, the architect, spoke for owners, Mary Ellen Henry and Toni Schiff.  Mary Ellen is confined to a wheel chair and that was given as the reason for the requested changes.  The owners want to redo the first floor to make it more accessible for wheel chairs.  Architect feels the house is too tall especially since it’s going to move closer to the street.  The back of the property has a hot tub and the new owners would rather have a larger porch. They also want 2 skylights on top floor for wee studio – in order to light it.  David Nicolau wants more time in order to research appropriate skylights.

Motion:  Meg Stewart made a motion to approve as submitted.  Carol Neal seconded the motion and it was approved 5-0-0.

Case #2004-040

Application by John DeSouza on behalf of Kathy Bishop and Denise Karas for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to construct a shed dormer to West side roof with shingles, trim and windows to match existing at the property located at 531 Commercial Street, Provincetown, MA. The Historical Commission previously reviewed this application 

 

Carol Neal is the point person for this application.  John DeSouza presented the plan.  Kathy Bishop and Denise Karas would like the windows paired but these are not paired windows.  They will accept a row of shingles between windows.  John Dowd will not agree.  John wants to go with what has been accepted and what had been previously drawn.  Basically John DeSouza came to have the dormer approved said he proposed the new request for windows to see if it might be accepted.  The dormer has been approved. 

Motion:  Paul Church made a motion to accept as previously presented on August 6th with the windows reduced and made to match the windows on the lower floor.  Polly Burnell seconded the motion and it passed 4-0-0.

 

Case #2004-041

Application by Adam Wolf on behalf of Lillian Chase for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to remove and replace windows in kind on second floor at the property located at 66 Commercial Street, Provincetown, MA. 

This application was withdrawn but will be resubmitted next month. or at a later date.

 

Case #2004-042

Application by Golden Hammer Construction on behalf of Paul Fanizzi for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to remove and replace windows in kind and to change an awning window to a double-hung window on the first floor at the property located at 539 Commercial Street, Provincetown, MA.

After a bit of discussion the following motion was made:

Motion:  John Dowd made a motion to accept the plan as amended calling for 6 over 6 windows.  Polly Burnell seconded the motion and it was approved 4-0-0.

 

Case #2004-043

Application by Golden Hammer on behalf of James Reardon and Arthur Hagopian, Jr.  for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to install a skylight on the South side of the dwelling at the property located at 3 Atlantic Avenue, Provincetown, MA.

Polly Burnell will be the point person.  John Dowd would like to see if the proposed pipe coming out of the roof can be moved to the back of the ridge. 

When the roof has been framed then a walk through would be appropriate –

Motion:   Paul Church made a motion to deny without prejudice while further plans are awaited under administrative review.  (At that time it can be approved without a further hearing and a Certificate of Compliance can be obtained.)  Polly Burnell seconded the motion and it passed 4-0-0.

 

Case #2004-044

Application by A.F. Hultin & Co., Inc. on behalf of Jack Zaner for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to replace all windows, re-trim and re-shingle the dwelling at the property located at 4 Priscilla Alden Road, Provincetown, MA.

Two letters were read into the record.  Mr. Boatman, an abutter, approved of the plans and another from Mitchell Baker full of accolades for Mr. Zaner and his plans for his new home.  Art Olson, the architect, and Jack Zaner, the owner, presented their plans to the Commission.  The house was built in the late 1800s and added onto in the 1920s.  Mr. Zaner’s plan is to simply refurbish it, as it exists.  On north side there is a studio that was build in the late 20s and he plans to remove the sills and brick up.  It will require all new windows – architect says 2 over 2s will be the most suitable.  Same location, same size – factory applied divides – all wood.  White shingled on back of house.  (Paul Church is the point man.)

Motion:  Paul Church made a motion to accept as submitted replacing the front door with one, which has one windowpane, and 2 panels below as discussed – replace the studio door with solid 4-panel door.  Polly Burnell seconded the motion and it passed 4-0-0.

 

Case #2004-045

Application by Bradford Corner Realty Trust for a Certificate of Compliance to be issued in accordance with the Provincetown Historic District Commission established under the General By-Laws, Chapter 15 of the Town of Provincetown.  The applicant seeks approval to replace 17 windows with double-hung windows to match previously replaced windows at the property located at 135 Bradford Street, Provincetown, MA.

 

Tony Elio, the son of the owners, presented the case.  Most of the windows were replaced with Anderson windows.  He’d like to match the newer windows to the older ones.  John Dowd told him that the white windows don’t go with the building and shout out.  Basically, John Dowd told Mr. Elio, we’re here to promote authenticity in any replacements, etc. The windows that are currently one over one wouldn’t be hard to change to 2 over 1.  Tony has money problems so he may table the window replacements for the time being. Current windows are too wide for authenticity.  Mr. Elio provided a bit of history to the Commission.  The building had been Bay Colony bunkhouse for the train crews around the turn of the century ~1900. 

Motion:  Carol Neal made a motion to replace windows with 2 over 1 and trim to surround the windows with 4” pine or cedar trim.  Paul Church seconded the motion and it passed 4-0-0.  (Because of the changing of picture windows into smaller sizes it is important to note that the project will start with 12 windows and end up with 17 windows.)

 

Minutes

Paul Church made a motion to approve of the minutes of the last three meetings, March 17th, March 31st, and April 21st.  Polly Burnell seconded the motion and it was approved 4-0-0.

Administrative Reviews previously approved

6 Nickerson St per Maxine – wants 3 ft high fence – Tremont Street– high privacy fence.  J. Dowd said a 6 ft in back is O.K. but house sits lower and JD said he hates privacy fences on streetscape; they should be lower.   JD wants site visit.

 

 

381 Commercial St – replace windows with same style.  East side

 

No colonial slate for 101 Bradford Street  darkish brown relating to a shingle color.

 

96 Commercial Street – repair roof to include replacement of shingles on the backside.  That’s O.K.  

 

Many people have asked question on 139 Commercial St.  (Recap on 139 Commercial St – it had been voted to tear down and rebuild.) 

 

Somerset House wants a fence.  A & C on the plan will be allowed.  A picket fence is allowed facing Commercial Street and on the East side and on the Pearl Street side marked “C”.  The stockade fence requested on Pearl Street ad indicated on the plan marked “B” is not allowed.  If the applicant does not like the findings of the Commission, they can always come before the Commission on an appeal.

 

381 Commercial St – Commissioners want a full hearing.

The meeting adjourned gleefully at 6:20 p.m. at which time everyone left for a site visit.
