The meeting was called to order at 4:35 p.m.

 

Review/amend/approve minutes of 6-13-07

Motion:  Accept the minutes of the June 13th meeting as amended.

Unfinished Business:

Jerry Irmer said that he had submitted a Request for Determination of Applicability form for beach cleaning and wrack line issues to ConCom.  There’s another meeting of the ConCom on July 17th and Mr. Irmer will attend that meeting.  Jerry wants to answer any questions they may have.  Mel Cote said to make sure you tell them it’s only going to be for June, July, and August.

 

Jerry said that he’s only getting information from Sandy Turner about the seaweed not being able to be composted.  Maybe the National Seashore should be contacted and asked if it can be contained in the compost pile.

 

Rex McKinsey said that if you’re still interested in the beach rake, first you should meet with ConCom and do a lot of planning this summer.  Rex went on to say the Harbor Committee should have an interim report by mid fall and then later, a full blown proposal and also come up with rules around it.  Maybe we can access the Harbor Gift Fund and get a machine.  The high bacteria count which sometimes closes beaches may be caused by the wrack line.  The bacteria count will be taken 5 more times.  If the offshore water comes back cleaner, then this will speak to the wrack line.  You can clean up debris, i.e. rocks, glass, etc. but it will percolate up after 5 years.  Rex said to look at other grant possibilities and start getting the little pieces together; assemble the data for mid September. 

 

Argument is that if we are doing a regular maintenance of the wrack line, then the harbor doesn’t get polluted.  November or December might be a good time to present this to the BoS.

 

Old Business:

Review 2005 Amendments to the Harbor Plan status

Rex had a conversation regarding the above topic with the DEP and all references to Boston in the revamped plan have been tossed out.  Bottom line - nobody else has Provincetown’s problems.

Marty Huey said they have been getting complaints about it.  Rex said that the  answer – lighting along the bulkhead – there was going to be an expansion of the electricity but it has been held up.

 

ConCom Meeting

Barbara Rushmore attended and complained about the Kendall Lane outfall pipe.  Evidently there was quite a bit of damage – ConCom said it wasn’t their  problem……  they’re going after CZM money. 

 

Any other business that shall properly come before the Committee

Waterways Application No. W96-5402-N  447 Commercial Street.

The Harbor Committee will look into it and make a decision.

 


Membership Absentees

One of the members has been absent since March 28th.  It is wondered if that committee member is still interested.  Jerry Irmer will contact Doug Johnstone in an effort to build a full committee and to determine how to proceed in this endeavor.
